Council Minutes of 2/15/2000 <br />reimbursement from the federal and state governments for grant money. Reimbursement <br />funds are to only be used for wages and benefits costs for the participating officers. The <br />money from the fines will be directed to the General Fund to defray all other expenses <br />not covered by the grant. The committee recommended approval. <br />AUDIENCE PARTICIPATION <br />• Jim Burns, 3978 Dover Center, inquired whether a finalized Chapter 1163 of the <br />Zoning Code had been presented to Council for consideration in conjunction with <br />Ordinance 2000-12. Mr. Nashar said it had been referred back to the Planning <br />Commission for review and then will come back to the BZD Committee. Mr. Burns <br />questioned why the legislation was on second reading. Mr. Gareau said that the <br />legislation would have another second reading if suggestions or recommendations <br />from the Planning Commission meeting are incorporated into the ordinance. Law <br />Director Gareau said that suggestions received from the Building Commissioner have <br />been incorporated into the legislation. He plans to have a meeting this Thursday <br />evening to come up with a final draft that will be presented to Planning Commission <br />next Tuesday. Mayor Musial said he would strongly suggest, if the Chamber of <br />Commerce has any comments or suggestions regarding this legislation, that they refer <br />those to Mr. Nashar. Mr. Burns said it was his understanding that the Chamber of <br />Commerce does plan to attend the Planning Commission meeting. <br />• Ed Colwell, 3333 W. 231 Street, thanked everyone for the work done on the new <br />CVS project. He regrets that the store at his end of town did not receive as much <br />attention so that it could have been "spruced up" a little bit also. Mr. Gareau said he <br />agreed, and he and Mr. Colwell agreed that the CVS store was an improvement over <br />what had been there previously. Mr. Limpert noted that he felt it is critical at this <br />point in time that the city begin to pay attention to the re-development of the east end <br />of town. Many of the buildings on the eastern end of town are reaching their life <br />expectancy, and now is the time to be looking very seriously at improving the look of <br />that part of the city. Mr. Colwell agreed. Mr. Miller said we were fortunate to have <br />the involvement of the Landmarks Commission and a concerned developer with this <br />new CVS Pharmacy. That may not always be the case, and he feels this is a good <br />reason for the city to employ a professional in the area of planning. This will benefit <br />our residents and the business community. <br />• Sharon Duecher, 23339 Westchester Drive, is concerned about a vacant house on her <br />street that is in deplorable condition. She has been in contact with Mr. Gareau about <br />this home and has received correspondence from Building Commissioner Conway <br />and Inspector Tennant that goes back as far as March of 1997. In September of 1998, <br />she was told that something was going to be done but she is still waiting. On another <br />matter, she is concerned about water main breaks on Westchester because the street <br />was recently repaired. At the time the street was being repaired, Service Director <br />Bohlmann told her is was deemed "not necessary" to replace the water line on the <br />street even though the homes were built in the 1950's. Mrs. Duecher said it was very <br /><~. aggravating to have a water main break five and six times in the same spot because <br />8 <br /> <br />
