Council Minutes of 2/15/2000 <br />the concrete is never replaced quite the same way. The last matter Mrs. Duecher <br />`~``' wished to discuss was the lack of property maintenance. For example, a sofa was left <br />out on Alexander Road for over a week and a house on Clague Road has been without <br />front steps for six months to a year. She takes care of her property, and takes pride in <br />living in North Olmsted. We should implement the laws that we have on our books <br />so that we can all be proud of where we live. President Saringer asked Mrs. Duecher <br />to report the property maintenance concerns to the Building Department, and Mrs. <br />Duecher said she had done so. Mrs. Saringer explained that the city does have a <br />home maintenance inspection going on. Regarding the water lines, Service Director <br />Bohlmann said the street was reconstructed in its entirety in 1994. The city was <br />aware of some water breaks prior to the reconstruction of the street and the water line <br />was examined and tested. It was found to be adequate--no problems were found at <br />that time. There have been some water breaks since 1994, and several of them in the <br />same location. Mr. Gareau requested that he search the records for the exact amount <br />of water breaks on Westchester, and he is currently compiling that information. To <br />replace the water line on Westchester and Olmsted Oval would have been an <br />extraordinary amount of money, and we have limited resources. The water line on <br />Frank Street was deemed to be bad, and that was replaced. Perhaps hindsight is good, <br />and we should have replaced a portion of the water line on Westchester. But at that <br />time, the city elected not to do so. Regarding trash such as furniture being placed on <br />the curb, he suggests residents call his office or Public Works. The items will be <br />picked up before the day is out. Mr. Gareau said he had followed the plight of the <br />people on Westchester with respect to this one particular property owner. It really <br />has gotten to the point where the property owner is just simply ignoring us. He does <br />not know if this situation was formally submitted to the Law Department, but there <br />was reference to the fact that it would be turned over to the prosecutor in charge of <br />those particular matters. It is a chronic problem, and you start to wonder if anything <br />is going to change. This will have to be taken to another level to force the property <br />owner to clean up the property. With regard to the water line problem, Service <br />Director Bohlmann added that the city has done some extensive testing over in the <br />northeast quadrant of the city in regards to water line pressure. He knows that there is <br />a grant available for relining water mains. The conclusion of the report was not <br />available when the city applied for Issue 2 money this past fall, but the report is <br />available at this time. We will probably ask for Issue 2 money to do some water main <br />relining in that area. This should correct the problem on Westchester. <br />LEGISLATION <br />Ordinance No. 2000-6 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing an account in the Wastewater Treatment Plant Fund of the City of <br />North Olmsted for the purpose of improving the city's sanitary sewer system by <br />constructing and reconstructing storm sewers and other storm water drainage facilities <br />and improvements to control and limit the volume of storm water entering or otherwise <br />affecting the sanitary sewerage system and declaring an emergency as amended.
