Council Minutes of 2/1/2000 <br />hand turns on Mill at Dover Center. Further discussion was had about the necessity of <br />the continuance of no right turn onto Dover from Brookpark extension. There was a <br />consensus that the hours on this no right turn location should also be reviewed. He has <br />requested legislation in this regard. This issue will be reviewed again after Mr. <br />Bohlmann and the traffic engineer look into the timing issues and legislation is prepared <br />in regard to the right hand locations. <br />2) A joint Finance/Transportation Committee meeting was held on January 11 with the <br />aforementioned persons present. Discussed was Ordinance 2000-2, an ordinance that <br />proposes to transfer certain funds from the Bus Fund to the General Fund. Mayor Musial <br />suggested that another section be added, and the committee agreed to hold this ordinance <br />in committee until the Mayor's requested section could be added. <br />Mrs. Kasler, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on January 26. Present were all <br />Council members and the President of Council; directors of Finance, Service, Safety and <br />Law and the Mayor. The following items were discussed: <br />• Resolution 2000-8. The Building Commissioner, City Engineer and Mayor's <br />assistant have already been working on census documentation and verification. <br />Seventy-five volunteers have been solicited to make calls in North Olmsted to urge <br />return of the census information request. A federal government committee will <br />personally follow up home by home to complete the collection of information. The <br />committee voiced their support in agreement with the city's effort on the census by <br />unanimously recommending approval of 2000-8. <br />• The Hennie Homes annexation application. This issue will be addressed in the form <br />of a resolution at a future meeting. <br />• All of Council was invited to submit recommendations to the Legislative Committee <br />for discussion by the Charter Review Commission. <br />2) The Mayor has made two recommendations for appointments to the Tax Incentive <br />Review Council. One is Councilman Dean McKay, and the second is Robert Koeth. Mr. <br />McKay would serve for the time period of 1/1/2000 to 12/31/02. Mr. Koeth would serve <br />for the period of time of 1/1/2000 to 12/31/01. Since Council is familiar with both of <br />these gentlemen and both have had experience in this area, it was requested and it has <br />been recommended by the committee through caucus that they be approved without a <br />formal interview. Mr. Miller made a motion to approve the appointment of Councilman <br />McKay and Mr. Koeth to the Tax Incentive Review Council. The motion was seconded <br />by Mr. Nashar and unanimously approved. <br />3) She will schedule a meeting of the committee to interview a recommended <br />appointment to the Board of Building Code Appeals. The recommendation by the Mayor <br />is that Raymond Puzzitiello fill the unexpired term of Richard Burk. <br />Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) On <br />January 19, public hearings were held pertaining to Ordinances 98-130 and 98-131.
