Council Minutes of 2/1/2000 <br />Hunt, who is a specialist in the field of wireless telecommunications facilities; <br />approximately 50 residents from Timber Trails, Charles Road and Lorain Road. <br />• Ordinance 98-130, an ordinance to amend the Zoning Code to add a new Chapter <br />1151 entitled "Wireless Telecommunication Facilities Regulations and Wireless <br />Telecommunications Overlay District" will allow North Olmsted to regulate the <br />wireless telecommunication towers and related facilities. This will provide for an <br />orderly development within the city for the protection of the aesthetics and property <br />values and the safety of the residents and decrease the total number of towers in the <br />city. This ordinance does not change the present zoning, but allows for the overlay of <br />the said area to allow such proposals. <br />• Ordinance 98-131, provides for the amendment to the zoning map of the City of <br />North Olmsted in order to zone the certain parcels of real property so as to include <br />them within the new wireless telecommunications overlay district of the City of North <br />Olmsted. Residents expressed their concern that the original proposed map was too <br />close to the residential property on the northwest end and requested that the proposed <br />area be moved further west on the proposed map. The residents concerns are possible <br />reduction of property values and unsightly views from either their front or back yards. <br />3) On January 26, the Building, Zoning and Development held a meeting pertaining to <br />Ordinance 98-130 and 98-131. Present were committee members Gareau, O'Grady and <br />Nashar; Council members Limpert, McKay, Miller and Council President Saringer; <br />approximately 12 to 15 residents from Timber Trails, Charles Road, and Porter Road. <br />The committee made a recommendation that Ordinance 98-131 be amended to reduce the <br />proposed map in the northwest area and move the proposed location further west <br />approximately 420 feet, reducing the impact on the residential area and maintaining the <br />current proposed area south of the CEI easement. After a discussion, the committee <br />recommended approval for Ordinance 98-130, which is on third reading, and Ordinance <br />98-131, which is on second reading as amended. (Law Director Gareau noted that, per the <br />city Charter, zoning ordinances cannot be passed under suspension of the rule. <br />Therefore, Ordinance 98-131 will have to passed at a future meeting.) <br />Mr. McKay, chairperson of the Finance Committee: 1) The Finance, Environmental and <br />Streets & Drainage Committee met jointly on January 26 to discuss Ordinance 2000-6. <br />Present were committee members O'Grady, Kasler, Limpert, Gareau, Miller and McKay; <br />and Service Director Bohlmann. This ordinance establishes an account from the <br />Wastewater Treatment Plant Fund for the purpose of improving the sanitary sewer system <br />by controlling the storm water from entering the sanitary system. Approximately <br />$175,000 will be needed for the project. The ordinance was amended to add Section 2 <br />which names the locations to be improved as follows: McKenzie Road to Dorothy Drive <br />ditch north of Southern Avenue, Root ditch at McKenzie Road, Revere Drive and south <br />Canterbury Drive, westerly lateral ditch at Stearns Road, Porter Road ditch between 4944 <br />and 4958 Porter Road and the Rice ditch at Gessner Road and Delmere Drive.
