Council Minutes 1/18/2000
Resolution No. 2000-8 was introduced and placed on first reading by Mayor Musial. A
resolution expressing the City of North Olmsted's commitment to participate and
cooperate in the taking of the year 2000 decennial census.
MISCELLANEOUS BUSINESS
President Saringer made the following committee assignments: Ordinance 2000-6 to
Streets & Drainage, Environmental and Finance Committees; Ordinance 2000-7 to
Streets & Drainage Committee; Resolution 2000-8 to the Legislative Committee.
President Saringer noted that she and President Pro Tem Gareau would be absent from
the next meeting. Council will have to appoint an acting President Pro Tem. Mr. Gareau
moved to appoint Mrs. Kasler as the acting President Pro Tem for the meeting of
February 1, 2000. The motion was seconded by Mr. O'Grady and unanimously
approved.
Mr. O'Grady moved to appoint Mr. Nashar to the Housing Council. The motion was
seconded by Mr. McKay and unanimously passed. (Mr. McKay is also a member.)
Mr. Limpert announced that Saturn of North Olmsted was holding a blood drive on
February 12 between 10 a.m. and 2 p.m. Give, and give generously!
Mr. McKay made a report on the ad hoc committee of Council to review the
picture/plaques of Council members. This issue was briefly discussed following the
meetings on Tuesday, January 11. The committee did come up with some suggestions,
but no conclusions, and will meet again on Wednesday, January 26, following the
committee meetings scheduled for that evening.
Mayor Musial said he had a few comments and clarification regarding some of the
minutes of the November 16, 1999 Council meeting with regards to the statement made
in that "The proponents of this park, the skatepark, have consistently made it clear to this
Council and to the residents of this city that the park would be totally funded by
donations." "This statement must be clarified as in the March 28, 1998 issue of the
Chronicle Telegram it's reported that Rae Ann Thomas has asked the city for matching
funds. In the same article, I indicated that we'll see how well her fundraising goes. And
with her enthusiasm, there may not be any need for extra funds. To date, there have not
been any matching funds. Will there be a need for matching funds from the city in the
future? Probably not. As I understand the current situation, the skatepark group may
reach their $100,000 goal within the next few months. The minutes go on to indicate that
the General Fund money designated for purposes other than the skateboard park or other
special projects would not be used at any time for this project. Yet, that policy was
violated when traveling expenses for a consultant for the skatepark was paid out of
special services, a General Fund item. I'd like to place in the record in toto a
memorandum to me from our Finance Director that is titled, `Questioned Skatepark
Expenditures in Outside Services.' The pertinent three paragraphs read: `The monies
paid out of the General Fund in Outside Services and General Service related to Alan
~;.,.
11
