MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 4, 2000 <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />Council President Saringer called the meeting to order at 8:05 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />REPORTS <br />President Saringer reported that Council had held its organizational meeting this evening <br />to determine the chairpersons and members of the committees. During that meeting, <br />several Council members expressed their wish to amend the Rules of Council. She <br />announced that she would entertain a motion to do so at this time. Mr. McKay moved to <br />amend Rule 13, "Standing Committees," by deleting the last sentence of the first <br />paragraph which reads: "A majority vote of all members of Council is necessary for <br />approval of standing committees" and replacing it with the following: "Each member of <br />Council shall select one committee chairmanship based upon order of seniority. The <br />eighth committee shall then be awarded to the most senior member who desires it. <br />Membership will then be awarded to each committee based upon seniority with the two <br />most senior members desiring membership being granted membership in said <br />committee." The motion was seconded by Mr. Nashar. Roll call: McKay, yes; Nashar, <br />yes; Miller, no; O'Grady, yes; Limpert, yes; Kasler, no; Gareau, no, with comment that <br />he believed the proposal to amend the rule seems to correct a problem which he does not <br />believe ever existed. The amendment will mean that the vote of the majority will no <br />longer matter. Chairpersons and committee members will be determined by length of <br />time on Council. It seems to him to be an idea that could only be conceived by those who <br />have been around the longest. The four most senior members who benefit by it voted <br />yes; the three least senior members voted no. His vote is no. The motion passed with <br />four affirmative votes and three negative votes. Mrs. Kasler said she wished to join in <br />Mr. Gareau's comments. <br /> <br />
