Council Minutes of 1/4/2000 <br />President Saringer read the newly established standing committees and noted the first <br />person named was the chairperson: <br />• Building Zoning &Development-Nashar, O'Crrady, Gareau <br />• Environmental Control-O'Grady, Kasler, McKay <br />• Finance-McKay, Limpert, O'Grady <br />• Intra-Governmental Relations and Legislation; Long-Range Planning-Kasler, <br />Miller, Nashar <br />• Public Safety Health &Welfare-O'Grady, Nashar, Limpert <br />• Recreation, Public Parks &Buildings-Limpert, O'Grady, Miller <br />• Streets &Drainage-Gareau, McKay, Kasler <br />• Transportation-Miller, McKay, Gareau <br />Other appointments: <br />• President Pro Tem -Michael Gareau Jr. <br />• Ethics Commission -Nashar, O'Grady, Saringer <br />• Cable TV Advisory Board -Saringer, McKay, Limpert <br />• Recreation Commission representative -Duane Limpert <br />• Housing Council representative -George Nashar (Dean McKay is also a member) <br />• Tax Incentive Review Council representative - Thomas O'Grady <br />(At this point in the meeting, a lengthy discussion took place regarding the amendment to <br />the Rules of Council and the necessity to vote on the committee memberships. Law <br />Director Gareau said he had not had an opportunity to read the amendment to the rules <br />because they had not been submitted prior to the request for amendment as is typically <br />done. He suggested that, since committee membership was now based on seniority, there <br />was no need for a vote. Mr. O'Grady expressed the opinion that the vote would be <br />simply to approve the assignments that have been arrived at by Council. Council does <br />not lose anything by voting. If there needs to be some discussion later for next year, and <br />if a vote is needed, it can be done next year. Law Director Gareau said he felt there were <br />inconsistencies in the amended rule in that it says nominations will be entertained but the <br />only way to be nominated is by seniority. He told President Saringer that, if in fact the <br />majority of Council wished to take a vote even though he thought that the organizational <br />meeting had already established the positions, she should give due deference to the <br />majority and let them do so.) Mr. McKay moved to approve the committee membership <br />as read; second by Mr. Limpert. Roll call: McKay, yes; Limpert, yes; Gareau, yes; <br />Kasler, no, based on the process; Nashar, yes; Miller, no; O'Grady, yes. The motion <br />passed with five affirmative votes and two negative votes. <br />Mayor Musial: 1) With regard to our perceived Y2K problem, we went into the year <br />2000 without a hitch. But what we have done in North Olmsted is we have taken the <br />opportunity to treat Y2K not as a problem but as an opportunity to develop the <br />coordination and cooperation between the various departments and divisions in the city in <br />;,~ ~ the event that we had a major catastrophe.
