Council Minutes of 1/4/2000 <br />Mr. Miller said he had considered the challenge made by the Mayor to make a donation <br />toward the skateboard park, and he extends his best wishes towards the efforts of those <br />people who are engaging in that. However, he feels that, if a gift is offered, it should not <br />be withdrawn simply because others did not follow. Further, he feels that there are <br />greater needs in our city for his charitable donation dollars. He is uncomfortable <br />disclosing to whom he chooses to make donations. However, lest it be misconstrued that <br />he doesn't donate to this community, he has chosen to donate to efforts that pursue <br />benef ting those who are truly in need. He will donate to the Human Resources <br />Department for emergency needs of citizens in North Olmsted. The Mayor may wish to <br />consider matching the donation. However, the donation is not being made contingent <br />upon others participating. Mayor Musial said he was glad that Mr. Miller was making <br />the donation, and he believed it will be appreciated. <br />Mr. Gareau asked to add to his BZD Committee report and remind everyone that public <br />hearings will be held at 7 p.m. and 7:30 p.m. on Wednesday, January 19, with regard to <br />Ordinances 98-130 and 98-131. Ordinance 98-130 is an ordinance to amend the Zoning <br />Code to add a new Chapter 1151 entitled "Wireless Telecommunication Facilities <br />Regulations and Wireless Telecommunication Facility Overlay District." The federal <br />government passed the Telecommunications Act in 1996. Currently North Olmsted has <br />no regulations with respect to the location of telecommunication towers. As it is now, <br />anyone who has private property in the City of North Olmsted could locate a tower on <br />their property, be it residential or commercial. Ordinance 98-130 places numerous <br />regulations upon towers that would be located in the city-specifically creating zoning <br />districts where they would be permitted. It regulates everything from how close they can <br />be to one another to the requirement that they co-locate on the same tower instead of <br />putting two next to each other. Ordinance 98-131 will create certain wireless <br />telecommunication facilities districts throughout the city. The city has deemed those <br />districts to best be light industrial areas on the west end of town; and there are also some <br />scattered areas throughout the city, for example, within the highway area. <br />Mr. McKay scheduled a Finance Committee meeting in cooperation with Transportation, <br />Streets & Drainage and Public Safety for Tuesday, January 11, at 6:30 p.m. Mr. <br />Bohlmann and a representative from NOMBL are asked to attend. Also discussed will be <br />House Bill 477. A representative from the Law Department is asked to attend. Since the <br />Public Safety Committee will be in session, Mr. Miller asked that the Dover Center Road <br />traffic issue also be discussed. Mr. McKay agreed. <br />Mr. O'Grady scheduled a Public Safety Committee meeting on January 12 to discuss the <br />movie theater projectionist issue.
