Council Minutes of 1/4!2000 <br />together to provide help and resources to those in need. Under this proposal, the City of <br />North Olmsted is being divided into 6 zones with a team captain for each zone. The six <br />team captains will report to coordinating project co-managers: Al Juhasz, a North <br />Olmsted resident and NASA employee; Thomas Hreha, a North Olmsted resident and <br />Ameritech employee. They have accepted the project co-manager responsibilities and are <br />proceeding to enroll team captains. In each zone, it is contemplated that churches and <br />service organizations will provide adult volunteer members for each team. Also in each <br />zone, members of youth groups and young volunteers will be contacted to serve on the <br />team. If anyone is interested in volunteering, they should contact Al Juhasz at 440-779- <br />8762 or Tom Hreha at 440-779-7705. The Home Depot, which is acommunity-oriented <br />business, has agreed to provide 3 snow throwers and 60 snow shovels. Wal-Mart has <br />indicated that they will provide the other 3 snow throwers. So each team will have one <br />snow thrower and 10 snow shovels for their use. It is contemplated that gas and oil for <br />the snow throwers will be paid for by the North Olmsted Foundation Inc. The City of <br />North Olmsted Department of Human Resources will be the filter to determine which <br />residents qualify for this program. Contact Human Resources Director Don Copeland at <br />777-8000 for further information. This program could be considered as a bold step <br />forward and will not be easy to accomplish, but we must try. It is an innovative attempt <br />to reach out to our residents to provide an important service, at the same time providing <br />this service without imposing a burden on the financial resources of the City of North <br />Olmsted. <br />Law Director Gareau: Some time ago, the city became involved in a case regarding a <br />suicide which took place in our jail. A lawsuit was filed on behalf of the estate of the <br />decedent. That case was being handled by insurance counsel. However, the Law <br />Department was coordinating the attempt to obtain the necessary affidavits and records so <br />that a motion for summary judgment could be filed in federal court asking, as a matter of <br />law, that the case be dismissed. Summary judgment has been granted in that case. To <br />date, there has been no appeal taken. <br />2) Currently, he is working with the Safety Department on three grievances that have <br />been filed against the city by the unions dealing with the offering of health care insurance <br />options. The Law Department is in the process now of going through the hearings and <br />assisting in preparation of the answers. <br />Finance Director Copfer: 1) The November 1999 statement of revenues and the <br />expenditure encumbrance and appropriation reports have been distributed to Council this <br />evening. <br />2) We haven not had any Y2K problems. The systems run and everything is going okay-- <br />dates are working, items are posting. <br />3) Substitute House Bill 477 will be going to the House floor when the General Assembly <br />reconvenes. This bill provides for the state legislating municipalities on how to <br />administer and set up local income tax rules. H. B. 477 is much better than the one the <br />General Assembly had considered a year and a half ago, but there are still some things in <br />there that will impact our city. She would like to invite a representative from RITA to <br />discuss this at a future Finance Committee meeting. Finance Committee chairperson <br />,~, McKay agreed.
