Council Minutes of 1/4/2000 <br />Tom Riley, 24880 Chase Drive, spoke about the ordinance which was recently passed <br />that repealed the need for movie projectionists to be licensed. He has been a movie <br />theater projectionist for over 30 years and has worked in every theater in the greater <br />Cleveland area. Mr. Riley said he felt the regulation was repealed because it was <br />suggested that the industry has advanced in safety and technology. However, he believes <br />there still are safety hazards to be considered and asked that Council consider repealing <br />the ordinance. (A lengthy discussion ensued as to whether this was an issue of public <br />and/or worker safety or qualifications of projectionists. It was determined that the Public <br />Safety Committee would discuss this issue and take a field trip to the Great Northern <br />theaters to view the projection rooms.) <br />Jim Burns, 3978 Dover Center Road, spoke about the traffic problems on Dover Center <br />Road. Last year, the city installed a traffic light at Mill Road. On occasions, the traffic <br />on southbound Dover Center will back up as far as Cottonwood. During the holiday <br />season, the traffic has backed up to his home, which is only twelve doors from the city <br />line-over a mile. In the case of an emergency, it would be very difficult to get <br />emergency vehicles down the road. And this situation could lead to road rage. He <br />believes part of the problem is the left turn arrow that is given to the northbound traffic <br />on Dover Center at Mill. In essence, it cuts in half the amount of time the southbound <br />traffic has to get through those lights. Another problem he noticed was that traffic <br />turning south off Brookpark extension onto Dover Center had a green light and was able <br />to stack up at a red light at Mill so that by the time Dover Center vehicles got a green <br />light there was no place for that traffic to go. He believes it is important that the timing <br />of these three traffic lights be investigated so that the southbound traffic on Dover Center <br />has a chance to get through. President Saringer asked Councilman Miller to take this <br />issue into the Transportation Committee, and he agreed to do so. <br />LEGISLATION <br />Ordinance No. 99-139 introduced by Mayor Musial was given its third reading. An <br />ordinance creating new Chapter 1140 of the Planning and Zoning Code of the City of <br />North Olmsted, entitled "Public Facilities Overlay District." Mr. Gareau moved for <br />adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 99-139 <br />adopted. <br />Ordinance No. 99-140 introduced by Mayor Musial was given its third reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted in <br />order to supplementally zone the hereinafter described five parcels of real property <br />located east of relocated S.R. 252 and south of I-480, so as to include them within the <br />Public Facilities Overlay District ("PFO") of the City of North Olmsted. Mr. Gareau <br />moved for adoption; second by Mr. Nashar. Roll call: Gareau, yes; Nashar, yes; Miller, <br />yes; Kasler, yes; McKay, no; Limpert, yes; O'Grady, yes. The motion passed with six <br />affirmative votes and one negative vote. Ordinance No. 99-140 adopted. <br /> <br />8 <br /> <br />
