Council Minutes of 1/4/2000 <br />Ordinance No. 99-160 introduced by Mr. McKay on behalf of himself and Mr. Nashar <br />was given its third reading. An emergency ordinance enacted by the City of North <br />Olmsted, Cuyahoga County, Ohio hereinafter referred to as the Municipality, in the <br />matter of the hereinafter described improvement and requests the cooperation of the <br />County of Cuyahoga by its Board of County Commissioners, hereinafter referred to as <br />the County. (Stearns Road from the city south corporation line to I-480.) Mr. McKay <br />moved for adoption; second by Mr. Nashax; motion passed unanimously. Ordinance <br />No. 99-160 adopted. <br />Ordinance No. 99-162 introduced by Mr. Limpert was given its third reading. An <br />ordinance amending the Traffic Control File of the City of North Olmsted to provide for <br />the installation of a "No Turn on Red" (R-23-24) sign with a supplementary legend " 3 <br />p.m. to 6 p.m. School Days" at the intersection of Mill Road and Porter Road for traffic <br />traveling in a westerly direction on Mill Road and turning north onto Porter Road and <br />declaring an emergency. Mr. Limpert moved for adoption; second by Mr. Gareau. Roll <br />call: Limpert, yes; Gareau, yes; Kasler, yes; O'Grady, no, with comment that this action <br />was being done based on the recommendation of one resident. He wonders what will be <br />done, if once the sign is up, two residents come back and say take it down. The opinion <br />of one resident is very important, but there also has to be some objective, measurable <br />reasons why particular actions are taken. Council has been told in committee that the <br />City Engineer has raised concerns about the impact of this action on the traffic on Mill <br />Road. Further, there is no record of any safety issue or related incident at this <br />intersection. Barring those measurable indicators that this is needed, he would have to <br />vote no. Roll call continued: Nashar, yes; Miller, yes; McKay, yes. The motion passed <br />with six affirmative votes and one negative vote. Ordinance No. 99-162 adopted. <br />Resolution No. 99-163 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for construction <br />and installation of ADA toilet room facilities and other improvements at Springvale Golf <br />Course and Ballroom as detailed in the plans and specifications on file and authorizing <br />the Mayor to contract for the same, and declaring an emergency as amended. Mr. Gareau <br />moved for adoption; second by Mr. O'Grady; motion passed unanimously. Resolution <br />No. 99-163 adopted. <br />Ordinance No. 99-165 introduced by Mr. Gareau was given its third reading. An <br />ordinance amending Chapter 351, entitled, "Parking Generally" of the Codified <br />Ordinances, in order to update requirements of handicapped parking signage. Mr. Gareau <br />moved for adoption; second by Mr. Miller; motion passed unanimously. Ordinance <br />No. 99-165 adopted. <br />Ordinance No. 99-169 introduced by Mayor Musial was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 2000. Mr. O'Grady moved to table <br />the ordinance.
