Council Minutes of 12/3/2001 <br />could potentially be general fund money, does that fly in the face of the philosophy of not <br />using general fund money for an enterprise fund such as Springvale? Finance Director <br />Copfer said it did not in her mind. She said funds in the bond retirement fund can be <br />used to pay general obligation debt. Mrs. Kasler noted that the philosophy that was <br />discussed in the committee meeting and that the city has come to live with, as to <br />Springvale, is contrary to that. We are committed not to use general fund money. <br />Service Director Bohlmann came forward to clear up the issue of rain days. In every <br />contract, inclement weather is always put in the contract. Whatever the Length of the <br />contract, if a rain day occurs and work cannot be done the following day because of the <br />conditions of the job, the contrail is extended by 2 days or whatever is needed. Jobs have <br />been shut down for the winter and brought back in the spring. If there are no rain days <br />and the contractor had the ability to work everyday and does not finish the job on time, <br />then we have an item in the contract for liquidated damages to charge against the <br />contract. <br />Councilwoman Kasler, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The Mayor has asked that Council consider the re- <br />appointment of the entire current membership of the Cultural Arts Commission for the <br />term of January 1, 2002 through December 31, 2002. The members presently are <br />Beverle Martindale, Michael Raig, Christine Kilbane, Roy Garland, Gordon 'Thompson, <br />Bonnie App and Laurel Beach. Mrs. Kasler moved that Council re-appoint all the current <br />members of the Cultural Arts Commission. The motion was seconded by Councilman <br />Miller and passed unanimously. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Thursday, November 29. Present were committee members O'Grady, Limpert and <br />McKay, Councilman Dailey, Council President Saringer, Service Director Bohimann, <br />Law Director-elect Dubelko. The following items were discussed: <br />• Ordinance 2001-145, a note ordinance for $850,000 in anticipation of the issuance of <br />bonds for the improvements of grading, draining, widening, paving, constructing and <br />reconstructing curbs, sewers, water lines, sidewalks and driveway approaches and <br />installing traffic signs and signalization, street lighting and underground wiring to <br />South Canterbury Road. The road will run from Butternut Ridge southerly for about <br />1,600 feet. The bonds shall be dated approximately January 1, 2003 and bear an <br />interest rate estimated to be 5 1/2% payable semi-annually. The notes will be issued <br />for one year with a rate not to exceed 4%. The engineering is almost completed by <br />the Wade-Trim Company for the two-lane concrete street. It will also include a new <br />water line at a cost of $100,000. The pipe will be increased in size from an 8 inch <br />line to a 12 inch line. This is being done in case there is a need at Springvale. The <br />underground utilities including service lines to 15 homes will cost $150,000 to <br />$160,000. Also included is a 10'/o contingency and a traffic signal at Butternut and <br />South Canterbury.
