Council Minutes of 12/3/2001 <br />Ordinance No. 2000-57 introduced by Mayor Musial was given its second reading. An <br />ordinance approving and authorizing the execution of a Community Reinvestment Area <br />(CRA) tax exemption agreement between the City of North Olmsted and Duke-Weeks <br />Realty Limited Partnership, and declaring an emergency, as amended. Councilman <br />McKay moved to table the ordinance. The motion was seconded by Councilman <br />O'Grady and passed unanimously. Ordinance No. 2000-57 tabled. <br />Ordinance No. 2000-58 introduced by Mayor Musial was given its second reading. An <br />ordinance approving and authorizing the execution of an agreement with the North <br />Olmsted City School District providing for the sharing of certain municipal income tax <br />revenues related to a project to be constructed and owned by Duke-Weeks Reahy Limited <br />Partnership, and declaring an emergency as amended. Councilman McKay moved to <br />table the ordinance. The motion was seconded by Councilman Nashar and passed <br />unanimously. Ordinance No. 2000.58 tabled. <br />Ordinance No. 2000.100 introduced by Councilman Gareau was given its second <br />reading. An ordinance amending the Traffic Control File of the City of North Olmsted <br />by providing for the installation of "No Parking" signs on both sides of West 231` Street <br />between Alexander Road and Lorain Road, and declaring an emergency. Councilman <br />O'Grady moved to table the ordinance. The motion was seconded by Councilman Dailey <br />and passed unanimously. Ordinance No. 2000-100 tabled. <br />Ordinance No. 2001-145 introduced by Councilman McKay on behalf of the Mayor and <br />entire Council was given its second reading. An ordinance providing for the issuance and <br />sale of $850,000 of notes, in anticipation of the issuance of bonds, to pay costs of <br />improving South Canterbury Road between certain termini by grading, draining, <br />widening, paving, constructing and reconstructing curbs, gutters, catch basins, sanitary <br />sewers, storm sewers, waterlines, sidewalks and driveway approaches, and installing <br />traffic signs and signalization, street lighting and related underground wiring, together <br />with the necessary appurtenances and work incidental thereto. <br />Ordinance No. 2001-146 introduced by Mayor Musial on behalf of himself and the entire <br />Council was given its second reading. An ordinance creating new Section 161.08 of the <br />Administrative Code, entitled "Military Leave Benefits," in order to provide permanent <br />city employees called up to military duty pursuant to executive order of the President or <br />act of Congress with greater benefits than that which is provided pursuant to Section <br />5923.05 of the Ohio Revised Code, and declaring an emergency. <br />Resolution No. 2001-147 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to enter into an interim agreement with the City of <br />North Royalton, Ohio for the stabilization and disposal of biosolids generated by the <br />North Olmsted Wastewater Treatment Plant, and declaring an emergency. Councilman <br />McKay moved for suspension of the rule requiring three readings. The motion was <br />seconded by Councilman Limpert and passed unanimously. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Limpert. Roll call: McKay, yes; <br />Limpert, yes, commenting that this program is saving the city a considerable amount of <br />8 <br /> <br />
