Council Minutes of 11/20/2001 <br />and canvassers. The must pay an application fee, $5 a day for their solicitation as <br />well as a $10 fee to get an idemification badge which they are required to wear. He <br />will call Mazco's Pizza and remind them that they have to register. <br />• In the past, the stop lights were in the middle of the street hung with wires. Now they <br />have been moved back, and it's difficult to read the very small print at the bottom of <br />the signs. Can anything be done to enlarge the print? Service Director Bohlmann <br />said the print can be enlarged, but it must follow a specific method. He will <br />personally check the intersections to determine if changes can be made. Councilman <br />Miller asked that the "No Right Turn on Red" sign at Dover Center and Brookpazk <br />extension be checked out also. Councilman Limpert noted that he has had comments <br />about the signs, especially on Porter Road, that cannot be seen at night. Since the <br />STOP program is very active at night, motorists may be legitimate when they say <br />"what sign?". Service Director Bohlmann said he would look into the matter. <br />Councilman Miller asked Safety Director Jenkins to look into how many STOP <br />tickets were written at night at the Dover Center and Brookpazk extension <br />intersection. President Saringer suggested that the administration look into the <br />possibility of putting lights on Brookpazk Road which is also very dark. <br />Dennis Lambert, 25057 Carey Lane, said the lights on Brookpazk Road would probably <br />be funded through the State. Regarding the placing of flyers or stickers on residents' <br />doors, he does not believe that falls under the solicitation ordinance. That is a First <br />Amendrneirt issue and cannot be regulated. Law Director Gazeau said, when that issue <br />came up, the city was involved with NARI. This issue was given the stamp of approval <br />by the federal district court, and it was fashioned after the opinion that was written in the <br />Rocky River case dealing with the same subject. <br />Safety Director Jenkins said he wished to correct the record from Mr. Miller's Recreation <br />Committee report. He had received word that the meeting would be brief and non- <br />adversarial. Neither Marty Young, Springvale facility manager, or Brian Gorris, who <br />helped write the business plan, were able to attend. However, he did attend and gave an <br />overview of the improvements to the fairway and the tee complexes, the theory behind <br />the design of the hales, the descriptions and locations of ponds, transfer pumps and <br />irrigation mechanisms. Those were the items he believed were to be reviewed. Following <br />a couple of questions and comments from various people about the improvements, Mr. <br />Miller asked about whether there were problems with the installation of drainage. He <br />explained that facility manager Marty Young had hired a company to plow in the <br />drainage pipe. The city engineering inspectors did not agree with installing drainage that <br />way. The Service Director called a halt to the job. Mr. Bohlmann convened a meeting <br />with Mr. Jenkins, City Engineer Deichmann and Assistant Engineer Griffith. After some <br />discussion about methods of drainage and a call to Marty Young, they decided to look <br />further into the method in which drainage is installed and called Cleveland Metropazks <br />and Sweetbrier golf course because they have recently undergone some major <br />improvements. It was a consensus of the four professionals assembled that the method of <br />trenching and installing pea gravel along with the drainage pipe was the method that <br />would be used.
