Council Minutes of 11/20/2001 <br />,~W • Resolution 2001-136, which authorizes the Service Director to advertise for bids for <br />».~,, pulva mixing on various streets throughout the city and lets the Mayor contract for the <br />same. The committee recommended approval. <br />• Ordinance 2001-138, which authorizes the Service Director to advertise for bids <br />5,000 tons of stone and authorizes the Mayor to contract for the same. The <br />committee recommended approval. <br />• Resolution 2001-139, which authorizes the Director of Service to advertise for bids <br />for a maximum of 35,000 gallons of sodium aluminate for the Wastewater Treatment <br />Plant for the year 2002. The resolution was amended from the reading of "each 12 <br />month period" to, "the year 2002." The committee recommended approval and <br />passage under suspension of the rule. <br />• Ordinance 2001-142, which is an ordinance to transfer appropriations for the current <br />expenses and other expenditures for the year ending December 31, 2001. The <br />committee recommended approval and passage under suspension of the rule. <br />• Ordinance 2001-143, which is a resolution accepting the amounts and the rates as <br />determined by the Budget Commission and authorizes the necessary tax levies and <br />certifying them to the County Auditor. The committee recommended approval and <br />passage under suspension of the rule. <br />President Saringer reported on the Committee-af--the-Whole meeting held on November <br />14. All of Council, except for Mr. McKay, was in attendance. Safety Director Jenkins <br />was in attendance representing the administration. Also present were Fire Chief Bak and <br />firefighters. Although the issue was an administrative function, Council was asked to <br />hear the issue because the administration did not respond to a letter that was sent in <br />August from the firefighters to the Mayor. Given that, only the surface of the letter was <br />discussed. The firefighters and the Chief made statements on the need for a change in <br />policy that insures manning, not manpower. In light of the world situation, Council <br />believes that the administration should take steps to address these concerns immediately. <br />She did send a memo to the Mayor to that effect. If the administration disagrees or if <br />they refuse to change the internal policy, they need to state that to the employee group <br />and not simply ignore their request. Council has a concern about the statements from the <br />firefighters, and hopes that this is looked into. Councilman O'Grady said he would not <br />want himself included as one of the members of Council an the letter to the Mayor. <br />President Saringer said the issue was discussed and no one had any objection at the time; <br />however, the minutes will reflect Mr. O'Grady's wishes. <br />AUDIENCE PARTICIPATION <br />Don Pangrac, 23470 Sharon Drive, commented on several items: <br />• Thank you to Mr. Bohlmann and Mr. Minek for their efforts in completing the <br />replacement of Sharon Drive. He would like to see "No Salt" signs put up on the <br />street for this winter. <br />• Does the city have an ordinance against the distribution of flyers? Marco's Pizza has <br />been distributing stickers on doors, which is unsightly. Also, the people are cutting <br />across lawns when distributing the flyers. Law Iirector Gareau said that solicitors <br />need a permit. Safety Director Jenkins said the Safety Department registers solicitors <br />5 <br /> <br />
