Council Minutes of 11!20/2001
Saringer; Safety Director Jenkins, Service Director Bohlmann, Finance Director Copfer
and Traffic Engineer Griffith. The committee discussed Ordinance 2001-140 which
amends the Traffic Control File of the City of North Olmsted by providing for the
installation of "No Parking" signs on Coe and Elm roads near the intersection of Coe and
Elm roads. Significant discussion occurred relating to the justification of these signs. Per
the Safety Director, the North Olmsted City School system was non-committal, stating
that they had no desire for or objection to the signs. Traffic Engineer Griffith stated that,
per the Ohio Revised Code, there should be no parking in that intersection anyway. With
that in mind, the committee unanimously moved to recommend approval with an
amendment to the second Whereas clause and Section 1 designed to clarify placement of
the signs.
Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The
committee met on November 13. All of Council and Service Director Bohlmann were
present. The following items were discussed:
• Ordinance 2001-125, which previously had been discussed on October 25. There
were several questions that needed to be answered from the previous meeting: (1) the
quantity of baskets, which will be around a thousand baskets; (2) expense for those
baskets, which should be approximately twenty thousand dollars; (3) use of the
baskets, which will be the f nishing of the Springvale project and sundry other storm
channel improvements around the city. The committee unanimously approved
passage under suspension of the rule.
• Ordinance 2001-137, which is to repave Columbia Road from Lorain Road north to
the city limits. This will be a very similar project to what was done on Porter Road
this summer. The cost will be a split, with the state picking up most of the expense.
The committee unanimously approved passage under suspension of the rule.
Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee
met on Tuesday, November 13. Present were committee members Limpert, O'Grady and
McKay; Councilpersons Nashar, Dailey, Miller, Kasler and Council President Saringer;
Service Director Bohlmann, Safety Director Jenkins, Finance Director Copfer and Traffic
Engineer Griffith. Agenda items were as follows:
• Resolution 2001-132, which authorizes the Public Service Director to advertise for
bids for 5,000 tons of asphalt and tack coating for city streets and authorizes the
Mayor to contract for the same. The committee recommended approval.
• Resolution 2001-133, which authorizes the Director of Public Service to advertise for
bids for cracksealing on various streets in the city and authorizes the Mayor to
contract for the same. The committee recommended approval.
• Resolution 2001-134, which allows the Service Director to advertise for bids for
diesel fuel and gasoline products and authorizes the Mayor to contract for the same.
The committee recommended approval and passage under suspension of the rule.
• Resolution 2001-135, which allows the Service Director to advertise for bids for
partial depth concrete joint repair and authorizes the Mayor to contract for the same.
The committee recommended approval.
4
