Council Minutes of 11/20/2001 <br />;., closing of the Springvale golf course and the slowing economy, Mr. Jenkins responded <br />~, that the closing will have no impact on our ability to pay down the notes for this project <br />and that the golf course superintendent believes that historically recessions have been <br />good for golf courses as the unemployed have more time to golf. <br />2) The Recreation Commission met on Monday, November 19. The following items <br />were discussed: <br />• Two persons representing tennis players were present and thanked the commission, <br />recreation staff, and Mr. Jenkins for the tennis facility improvements. Mrs. Powell of <br />North Olmsted and Mrs. Morell of Bay Village asked who was responsible for filling <br />water coolers and jugs, if the men's locker room could get privacy curtains and <br />suggested we look into purchasing the clay courts near Viewpoint that have been <br />closed for approximately a yeaz. The cost of the courts would be $250,000. Mr. <br />Jenkins indicated for that price we could build approximately six hard surface courts <br />on our city-owned available land across the street at Springvale. Mrs. Morell of Bay <br />Village requested that we repaint the newly painted locker room pink, put curtains <br />around the base of the sink and add decorative racquets, etc. to the walls to give the <br />tennis locker room more of a "club" look. <br />• Ms. Drenski, the ice rink supervisor, gave a very informative presentation about the <br />impressive enrollment growth in the learn-to-skate program. <br />• An early draft of the budget and plans for the exercise facility. The planned opening <br />has been pushed back to a date to be determined. It was recommended that <br />consultants be used to look at the numbers of machinery, the floor plan, etc. <br />• A recent power outage at the Rec Center. The bottom line is it is going to cost the <br />city approximately $50,000 to repair the worn and damaged electrical items that are <br />on the roof of the building. CEI, and the CEI staff, is to be thanked for their help in <br />the power outage. <br />• A rate increase ordinance will be forthcoming. It was discussed by the commission <br />and unanimously recommended. <br />• The cooperative agreement with the schools for use of buildings and facilities. If the <br />school levy fails and the city cannot use school buildings, the possibility exists that <br />the city would have to charge the schools for city facility usage. <br />Councilman Limpert asked for clarification on the new spillway at Springvale as to its <br />larger dimensions which may eliminate flooding problems in the southwest corner of the <br />city. Service Director Bohlmann said the new spillway is approximately 3 feet lower. <br />The old spillway was approximately 12 to 14 feet wide, and the new spillway is 120 feet <br />wide. This is not only a project for Springvale, it's a project for storm water management <br />also. City employees were provided to excavate the lake out. Springvale paid for the <br />cost of materials and the rental of equipment. The city paid for the labor due to the fact <br />that it is really a joirn project: one, for irrigation purposes to have more capacity in the <br />lake for irrigation purposes for Springvale golf course; two, for having the ability to store <br />more water in the lake and have it go in the spillway during serious rain events. <br />Councilman O'Grady, chairperson of the Public Safety, Health & Welfaze Committee: 1) <br />The committee met on November 13. Present were committee members O'Grady, Kasler <br />and Limpert; Council members McKay, Dailey, Nashar, Miller and Council President <br />3 <br />
