Council Minutes of 11/20/2001
~ for discussion and will provide information to the residents of North Olmsted and also
Council. There is going to be a slide presentation to Council for information, review and
comment. Also, tentatively a second presentation on site selection is planned.
Hopefully, this will be presented sometime during the month of December.
Councilman Miller asked whether Mr. Kiuchi had made a presentation about the website
which provides for ordering prescription drugs over the Internet. This type of
competition should benefit consumers. Mayor Musial said the Internet website had been
discussed.
Law Director Gareau: 1) The Clague Road widening issue was presented to Planning
Commission, and they approved the preliminary plans for establishing of the right-of-
way, contingent upon the acquisition of the property. At the next Council meeting, five
ordinances dealing with the acquisition of five separate portions of property for this
project will be presented.
2) This past week, Assistant Law Director Dubelko prepared a motion to reconsider the
Parcel E case decision in the Eighth Appellate District Court of Appeals. That does not
stay the time of appeal. Consequently, with no objection from Council, a notice of appeal
to the Supreme Court will be filed.
3) As of today, the City of North Olmsted owns a Christmas tree lot, the C & C Realty
property which transferred today. It was subject to a short-term lease for a Christmas tree
lot from now until December 31.
Finance Director Copfer: 1) The revenue and expenditure reports and the key
comparison report for the momh ended September 30 was placed in Council's mailboxes
last week
Councilman Miller, chairperson of the Recreation Committee: 1) On Tuesday,
November 13, the committee met to discuss the status of Springvale improvements. In
attendance were committee members Miller and Kasler; Council President Saringer,
Councilpersons McKay, O'Grady, Dailey and Nashar; Finance Director Copfer, Service
Director Bohlmann, Safety Director Jenkins. Safety Director Jenkins indicated that the
course improvements were going as planned, but the project has been set back by 21 days
due to rain and the impact of rain. Lakes or ponds have been added to the holes near
John Road, and a pumping system has been added to assist in the irrigation system which
is in use. Seeding is mostly complete, with fairways scheduled to be completed
November 20. The clubhouse project will go to bid on November 27. As a result of
questions asked, Service Director Bohlmann confirmed that approximately five Service
Department workers have worked on the spillway and lake improvements, some on
Saturdays at overtime pay scale. He maintains that the city, as well as the golf course,
benefits from having an opened and widened spillway and enlarging the lakes holding
capacity. There is no plan for the Service Department to charge back to Springvale for
their costs in this project. Also inquired about was the early unbid portion of the project
involving drainage lines installed that were not done to the satisfaction of the city
engineers. Required corrections were made, and the company involved has had no further
'"` involvement in the project. When asked about the impact of the earlier than planned
2
