Council Minutes of 10/16/2001 <br />~ Ordinance 2001-111, an ordinance authorizing the Mayor to enter into an ageement <br />with Chagrin Valley Engineering Services for the design of building improvements at <br />North Olmsted Park including concession stand, storage room, rest rooms and shelter <br />area. This is part of a re-development phase of North Olmsted Pazk improvements. <br />The building improvements authorized in this ordinance will be consistent with the <br />overall plan to improve North Olmsted Pazk. The committee unanimously <br />recommended approval. <br />• Ordinance 2001-122, which requires more information from the Law Department as <br />to why the ordinance states that Mr. Jeff Mazshal would be named Director of Ice <br />Skating when in fact it appeazs that we simply owe him for back services and possible <br />future services-limited to new programs that he may propose and the Learn to Skate <br />program. The legislation will be on second reading this evening and then held in <br />committee. <br />• Ordinance 2001-123, an ordinance authorizing the Mayor to enter into an agreement <br />modifying the present contract between the city and Carne Tipton relating to the <br />services she renders to the city as a gymnastics and exercise instructor at the Rec <br />Center. Basically the problem Mrs. Tipton is having is the numbers of people <br />involved in the exercise program is minimal. She's in a situation where she is losing <br />income because she has an independent contract and pays for instructors or instructs <br />herself, and that is no longer profitable. This program will not be eliminated as the <br />Recreation Department can instruct with their own staff and not be as concerned <br />about a profit mazgin. Also, there is no sharing or fees involved when the Rec Center <br />provides their own staff. The committee unanimously recommended approval of <br />Ordinance 2001-123. <br />AUDIENCE PARTICIPATION <br />Fire Capt. Mike Ciarrone, 125 Avon Point, Avon Lake, said the department would like to <br />ask for Council's help. Last year, there were a number of fires and other emergency <br />responses where one or more of the squads were on medical runs. When a squad is on a <br />medical run, this typically leaves only 2 firefighters in service on the fire appazatus to <br />cover half of the city. They have known about this problem for yeazs. Since September <br />of 2000, a staffing committee has been working along with Chief Bak and Assistant <br />Chief Klecan to address this problem. This past July, the fire apparatus staffing report <br />was delivered to the Mayor, Safety Director and all Council members. The report shows <br />that the minimum manning 20 yeazs ago was 9. Today, with twice as many runs, the <br />minimum manning is 10, an increase of only 1. On August 16, 2001, the appazatus <br />staffing committee, fire union executive boazd and the two Chiefs met with the Mayor <br />and Safety Director. At this meeting, the plan was delivered that outlined the short, <br />medium and long-term goals. Also discussed was the need to raise the minimum <br />manning to 11 as soon as possible to utilize the firefighters added this yeaz. They aze <br />asking the support and cooperation from Council and the city administration so they can <br />better serve the citizens of North Olmsted. (He distributed the goals to Council.) <br />President Saringer noted the Mayor had spoken eazlier about being on full alert and asked <br />if he had any plans to bring the safety forces up to their capacity.
