Council Minutes of 10/16/2001 <br />the country. The committee unanimously recommended approval of Resolution <br />2001-126 which supports and urges Congress to pass legislation to provide assistance to <br />displaced workers. Also, the Mayor and the entire Council have agreed to join in <br />sponsorship of the resolution. <br />Councilman Miller, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) Since volunteers were being recognized, he asked that Rae Ann Thomas <br />stand up and be recognized for her efforts in providing the skateboard park at the Rec <br />Center. (Mrs. Thomas was congratulated by all present.) Mayor Musial thanked Mr. <br />Miller and said that another round of volunteerism awards had been planned and Mrs. <br />Thomas would be recognized at that time. <br />2) The Recreation Commission met on Monday, October 15. In attendance were Mr. Ray <br />Klesta and attorney Joe Jerome along with about 40 members of the hockey organization. <br />Discussion items were as follows: <br />• A letter received by the commission members, and many Council members were <br />copied, as to a request for rink time for next year's season. Produced at that meeting <br />was a prioritization policy that to this point was not printed and published to the <br />public. The commission was given an understanding of the past procedures and <br />policies used as to who has priority in attaining ice rink time. The first approximately <br />three organizations listed sufficiently take up the available ice time that would be <br />considered prime time. Mr. Klesta's request was primarily during prime time for six <br />hours a week. Discussed was the fact that most of the hockey club teams struggle to <br />get even two or three hours for their individual team. While the club itself gets a <br />significam number of hours, the way it breaks down there are very few hours to go <br />around. The city could probably use another whole ice rink and still not have enough <br />time for everybody that wants to play hockey. Discussion went back and forth as to <br />issues as to why Mr. Klesta would request these hours. The commission was advised <br />by Mr. Jenkins that a lot of these issues were not issues to be resolved either by the <br />Recreation Commission or Council, but seemed to be internal matters within the club. <br />Hopefully, those matters can be internally resolved. If not, there is a prioritization <br />policy that will be followed. The only recommendation from the Recreation <br />Commission as to that policy is to be date specific. In other words, if group A who is <br />highest on the priority list passes on their time, at what time can group B then apply <br />for that time, and C and D and so on. <br />• Ordinances 2001-111, 2001-122 and 2001-123. It was felt that Ordinance 2001-122 <br />should be discussed further after more information is received from the Law <br />Department. <br />• Along-time member of the commission, Mr. Richard Scott, was given an honorary <br />plaque for his membership. Mr. Scott has served for 17 years, and his presence will <br />be missed. He was a very valued and very well respected member of the Recreation <br />Commission. <br />3) The Recreation Committee met on October 15.
