Counci[ Minutes of 10/2/2001 <br />for school crossing guards particularly at the entrance to Pine School. Two meetings <br />were scheduled and for various reasons they were cancelled so that discussion has not <br />taken place. Earlier today he spoke with the Safety Director who explained what was <br />going on and that we could certainly look forward to having the meeting scheduled with <br />representatives of the Pine community. That's the only concerns that the school system <br />has at this point that the parents who have children at Pine understand the implications <br />of putting the traffic signal in there. Of course, tyre are radically differing opinions. <br />Some think it's a great idea and others are fearful that it's going to create more traffic <br />hazazds as children aze crossing the entrance to Pine School when vehicular traffic is <br />moving in simultaneously. The school system's desire is just to explore the possible <br />ramif cations of making the move. No one certainly objects to it whatsoever. Having a <br />traffic signal up there would hopefully slow down the flow of traffic, which could allow <br />buses to exit. It sometimes takes buses five minutes to get out of the driveway when <br />they're trying to make those early morning runs. Anything the city can do to facilitate <br />that exit would certainly help the schools and, at the same time, protect the safety of the <br />children. <br />Dennis Lambert, 25057 Carey Lane, a former Fairview Park resident in the area of <br />Claque Road, recalls much discussion in the newspaper at the time debating the fact the <br />people on Claque Road did not want their frontage take away from them-not even ten <br />feet off of their property. There was quite an objection. Widening Claque Road would <br />have put the front doors of many of those homes right out onto the street. He doesn't <br />know how that street could be widened to a four- lane highway. A three-lane highway <br />would only add a turning lane, which would be of limited use. He thinks Council at that <br />time acted responsibly to at least try and please those people. The bottom line is the Issue <br />2 funds are administered by the county, but they aze state funds. To get through all the <br />smoke that goes on with grabbing these funds, there is a deadline. Having sat on the <br />Fairview Pazk Council, he was very cognizant of the Issue 2 money and the community <br />action block grants. Issue 2 funds are nothing new. They have been around for many <br />years, and Council should be on top of that. They should first and foremost know when <br />the deadline is going to be and certainly have a responsibility to act whether the Mayor <br />tells them anything or not. He personally commends Ralph Bohlmann for putting in an <br />application whether he's gat Council's approval or not. As a resident, he wants that that <br />outside money to come into the city. <br />Jennifer Davison, 25222 Carey Lane, said she wanted to bring to the Mayor's attention <br />that Friends Church on 5665 Great Northern Blvd. did not hold up their end of the <br />bargain when they put in their parking lot. They were supposed to put a 5 1/2 foot to <br />3 1/2 foot mounding on the eastern side between her house and their parking lot and <br />nothing was done. Perhaps the Mayor can look into this. She has been in contact <br />continuously with Mr. McKay, and he has been very patient and very informative with <br />her and other residents an the street. Councilman McKay agreed that Friends Church <br />was supposed to put in a 5 foot mound along the southeastern edge of their property when <br />they did the parking lot. Their contractor failed to do that. After it was brought to his <br />attention by Mrs. Davison, he contacted the Building Department. The Building <br />Department in turn contacted the Engineering Department, and a letter was sent to the <br />10 <br />I <br />
