Council Minutes of 10/2!2001 <br />,~,, felt that the intersection should be done first. There were other projects that the city felt <br />were important. Four projects were submitted; and, if we get one, we will be doing very <br />well as we received nothing last year. Councilman Limpert said a lot of this discussion <br />would be covered during his Streets & Drainage Committee meeting. However, he <br />wanted to note that the large plan basically would take the remaining homes on Claque <br />Read and put them on a cul-de-sac, which probably would have increased their valuation. <br />The smaller plan, which would edge out some of the bend on the cxtrve, essentially would <br />probably increase the volume in from of the homes and probably increase the speeds. <br />Those are some of the trade-offs that went into the decision. Councilman McKay said <br />that at the time there were three proposals for Claque Road. The reason that the federal <br />government would not go to a three-lane road or any thing else other than what was <br />proposed is because they would not build a road that was akeady out of date. The road <br />had to be a four-lane road to meet the traffic needs of the City of North Olmsted at that <br />time. Mr. Bohlmann said that was correct. <br />On another subject, Councilman O'Grady noted that there have been a lot of questions <br />and opinions going back and forth on what constitutes a legal sign, what is legal and what <br />is not legal in North Olmsted. The one opinion that is most important to him is that of the <br />Law Director, and he asked Mr. Gateau if he would offer an opinion on the legality of the <br />signs. Law Director Gateau said he would not offer an opinion on the legality of signs. <br />The city has a Traffic Engineer who is trained to use the Ohio Uniform Traffic Control <br />Manual. A11 of the signs that are designed in the city get his approval. He is assuming <br />that the Service Director communicates with the Traffic Engineer; and, if it is the <br />engineer's opinion that a sign is in conformity, he is confident that the engineer his giving <br />that opinion on the basis of his expertise. Mr. O'Grady asked if it is the legal opinion of <br />the city that, if signs are in compliance with the Ohio Uniform Traffic Control Manual, <br />then they are in fact legal? Law Director Gateau answered absolutely. <br />Doug Sebring, Assistant Superintendent of the North Olmsted City Schools, 24100 Palm <br />Drive, said he wanted to thank Council again for the cooperation that the city government <br />has shown in allowing the school system to be a parry to the cable commission meeting <br />of last week. It helped everyone to have a chance to discuss the body of the ordinance <br />before it was brouglrt before Council tonight. It certainly alleviated a lot of the concerns <br />that the school district had. Also, he really appreciates Mr. Gateau's clarifying the <br />ordinance at the last Council meeting. The work that was done with that ordinance will <br />certainly serve bath the needs of the schools and the city well imo the firture. Thank you <br />for the help that was made available to the school district to help keep their costs down. <br />This cable contract probably saves $50,000 a year in telecommunication charges. <br />Councilman O'Grady asked Dr. Sebring to comment on the two ordinances dealing with <br />the traffic light at Dover Center Road and Driscoll Lane which would support Pine <br />School. Dr. Sebring commented that several months ago it was suggested that Pine <br />School Principal Mr. Mohar, representatives of the transportation department, the city <br />Police force and members of the Pine parent community, the PTA or their chosen <br />delegates, would discuss the placement of the signal at Driscoll and potential implications <br />9 <br />
