Council Minutes of 10/2/2001 <br />2) She received a phone call from a resident who is affected by the extensive layoffs of <br />airline employees. After researching the Displaced Workers Assistance Act, which is <br />being considered by Congress, she has proposed a resolution which would support that <br />Act. She would like to discuss the proposed resolution in the Legislative Committee so <br />that Council can consider passing it under suspension of the rule. <br />Councilman O'Grady said he felt that both Claque Road and Stearns Road should be <br />looked at from a safety standpoint. Councilwoman Kesler said she believed Service <br />Director Bohlmann had discussed an asphalt coating for Steams Road. Service Director <br />Bohlmann came forward and commented that Steams Road is having a base coat put on <br />next week. As to the Issue 2 application, the deadline was last Friday and the four <br />projects listed in the legislation have been submitted. Mrs. Kesler expressed concern that <br />the application had been submitted before Council passed the legislation. It is possible <br />that Council members other than the committee would have objections. Mr. Bohlrnann <br />said that this has been done in this way for several years because of the timing issue. The <br />Issue 2 committee knows that the legislation generally goes to three readings and allows <br />the city to submit the legislation after the application is submitted. The application is <br />submitted after the committee meeting; however, if there had been some serious <br />objections from Council members, then the application would probably have been <br />withdrawn. But the city could not submit something different. Mrs. Kesler said she <br />would have preferred to have known that at the committee meeting. <br />Councilman O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on September 20. Present were committee members O'Grady and <br />Limpert; Council members Dailey, Nashar and Miller; Safety Director Jenkins, Service <br />Director Bohlmann, Traffic Engineer Crriffth and Animal Warden Ward. The committee <br />discussed Ordinance 2001-116 which amends Section 505.16 of Chapter 505 of the <br />General Offenses Code entitled "Animals and Fowl" in order to better regulate the <br />keeping and maintaining of vicious and dangerous animals within the City of North <br />Olmsted including dogs which menace people. This ordinance clarifies the definition of <br />dangerous animal and the concept of what constitutes a menacing fashion. Animal <br />Warden Ward responded to questions from members of Council by stating that the <br />proposed changes do what they need to do. This ordinance will permit the animal warden <br />and the City of North Olmsted to take action regarding a dangerous animal without the <br />requirement that that animal has first attacked a person. The committee unanimously <br />recommended approval. <br />President Saringer and Councilman Limpert agreed that he would discuss the Claque <br />Road issue at his next Streets & Drainage Committee meeting. <br />Councilman Dailey, chairperson of the Transportation Committee: 1) The committee met <br />on Thursday, September 20, to discuss Ordinance 2001-117, an ordinance amending the <br />Traffic Control File of the City of North Olmsted so as to provide for a uniform speed <br />limit of 35 miles per hour on Great Northern Blvd. from Butternut Road to Lorain Road. <br />In attendance were committee members Dailey and O'Grady; Council members Limpert, <br />~'''"' Nashar and Miller; Traffic Engineer Griffith, Safety Director Jenkins and Service <br />6 <br />.a„~..k,~~~,~d~,.,r~,,.~a.~ ,.M~..,~ _ . <br />_. <br />
