Council Minutes of 10/2/2001 <br />_,,~,,, Director Bohlmann. Discussion centered on the need for a uniform speed limit on Great <br />Northern Boulevard. Traffic Engineer Griffith mentioned that he felt the need for the <br />consistency had been there for some time. Safety Director Jenkins mentioned he was in <br />favor of it as well. The two committee members unanimously recommended approval. <br />At that point, Councilwoman Kasler, the third committee member, arrived and said she <br />was in favor of it if the Police Department had no problems with it, which they do not. <br />2) The Transportation Committee then reconvened that evening to discuss Ordinances <br />2001-102 and 2001-103. In attendance were committee members Dailey, Kasler and <br />O'Grady; Council members Nashar, McKay, Miller and Limpert; Assistant Law Director <br />Dubelko. The committee was advised that the ordinances could not be amended to <br />provide for the requirement of an additional crossing guard or an additional crosswalk. <br />The committee unanimously approved the ordinances. However, the committee will <br />meet again to discuss Ordinance 2001-103. <br />Councilman McKay, chairperson of the Finance and Environmental Control Committees: <br />1) The Finance and Environmental Control Committees met on Thursday, September 20, <br />to discuss Resolution 2001-114 and Ordinance 2001-118. Present were committee <br />members Dailey, Limpert, McKay, Nashar and O'Grady; Council members Miller and <br />Kasler, Service Director Bohlmann, Safety Director Jenkins. <br />• Resolution 2001-114 authorizes the Director of Public Service to advertise for and <br />accept bids for laboratory analytical services to support the Wastewater Treatment <br />Plant operations to the EPA. The committee recommended approval. <br />• Ordinance 2001-118 amends Section 135.05 of the Administrative Code entitled <br />"Authority of the Assistant Director of Finance to Sign Checks" in order to authorize <br />certain employees at Springvale to sign checks for purchase of beer and wine and <br />other liquors for use at Springvale. At the preserrt time by state law, liquor sales <br />cannot be purchased with purchase orders through the city. They must be paid on <br />delivery. Liquor deliveries come at ail hours of the day. The state auditors have <br />encouraged us to correct the problem of different people not authorized to pay the <br />liquor bill at Springvale. The maximum balance of the account is $5,000. When <br />purchases are made, there must be a receipt for the purchase to replenish the account. <br />The account is for liquor purchases only, and the Finance Department will reconcile <br />the account each month. The committee recommended approval. <br />AUDIENCE PARTICIPATION <br />Joe Bouman, 23950 Gessner Road, spoke about the Claque Road issue noting that in <br />October, 1996 area residents pressured city officials to turn down an extensive plan by <br />Cuyahoga County engineers to rebuild Claque Road into four-lanes. Mr. Bouman said he <br />had spoken to the County Engineer and was told that the Issue 2 deadline of September <br />28s' was not firm and there can be changes made to the projects. He would like to <br />recommend that Claque Road be included as part of the Issue 2 application. Mr. Bouman <br />displayed diagrams of proposed changes to Claque Road, noting the one that Service <br />Director Bohlmann had chosen to show to people. He said that proposal would have left <br />the existing Claque Road and created a second road and in the process would have taken <br />11 homes.
