Council Minutes of 9/4/2(101 <br />and asking all city employees to serve as ambassadors for mammography outreach into <br />social circles and the community at large. <br />President Saringer commerned with regard to the costs of prescriptions for senior <br />citizens, Councilwoman Kesler is introducing a resolution this evening support bills in <br />the Ohio Legislature that call for the reduction of these costs. Mr. Bill Kelly has a <br />petition in support of this legislation if anyone wishes to sign it. <br />Law Director Gareau: 1) We have acquired and closed the Z Property and the James <br />Lumber dispute. The city now owns that property, and the only one left is the abandoned <br />gas station next door. The Probate Court has been asked to set apre-trial conference so <br />that case can be resolved as quickly as possible either by trial or through negotiation. <br />2) Negotiations with the Cuyahoga County Public Library are continuing regarding some <br />outstanding issues with respect to the construction manager and architect. Along with the <br />Mayor and administration, he is working diligently in an attempt to resolve those issues. <br />Hopefully, legislation resolving those issues will be ready for the next Council meeting. <br />3) There are two long-standing lawsuits that the city has been involved in and which are <br />being defended by insurance counsel. But at the same time, the Law Department does <br />get involved in these cases. One such case is the estate of Hall vs. the City of North <br />Olmsted, Cuyahoga County and, at one time the park board, dealing with an accident that <br />happened on Cedar Poirrt Hill. He attended apre-trial conference last week, and the case <br />was settled for a nominal amount. Also, there was a civil rights complaint that was filed <br />regarding an individual who hung himself in our jail. That case was removed to federal <br />court. The federal court ruled in the city's favor, and it has not been appealed. The state <br />issues were remanded to state court. Two weeks ago, the state court granted summary <br />judgment to the city with respect to the state claims. <br />Finance Director Copfer: 1) The audit was completed at the end of July and the 2000 <br />Comprehensive Annual Financial Report has been submitted for review to the <br />Government Finance Officers Association (GFOA) for consideration for the excellence in <br />financial reporting award. The report must be submitted each year for consideration for <br />that award. <br />2) The 2002 county tax budget is in legislation form tonight and a public hearing will be <br />held. This document is a framework to demonstrate to the county the need to levy <br />property taxes. That is the focus of this documern. <br />Councilwoman Kesler, chairperson of the Intro-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee meeting was held on July 30. <br />Present were committee members Nashar, Miller and Kesler; all of Council including the <br />President of Council; the directors of Service and Safety, the Mayor and his <br />administrative assistant and Donna Meyers from the North Olmsted Library. The <br />meeting was initially called to discuss a feasibility study for either the renovation or <br />expansion of the present senior center and/or utilizing the old library for that purpose, or <br />what will become the old library. There was a rather productive discussion that evening. <br />In terms of performing a feasibility study, she initially requested that that study be <br />"" performed in-house.
