NIINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />`"~ OF THE CITY OF NORTH OLMSTED <br />JULY 30, 2001 <br />Present: Council President Saringer, Council members Dailey, Kasler, Limpert, <br />McKay, Miller, Nashaz, O'Grady <br />Also Present: Clerk of Council Semen <br />Council President Saringer called the meeting to order at 6:30 p.m. in Council Chambers <br />5200 Dover Center Road, North Olmsted, Ohio. <br />CONIl~IITTEE REPORTS <br />Councilwoman Kesler, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met at 6:15 p.m. this evening, <br />July 30. Present were all members of Council including President Saringer, Mayor <br />Musial, Safety Director Jenkins, Service Director Bohlmann and Finance Director <br />Copfer. She requested that the committee reconsider Ordinance 2001-74. Councilman <br />Nashaz explained that he had discussed this legislation with residents of Ward III who <br />had expressed interest in the opportunity to vote on the issue. There was discussion <br />regarding the number of signatures that would be required of candidates. The legislation <br />calls for 25 signatures for a ward petition and 100 signatures for acity-wide petition. The <br />committee agreed that they were comfortable with those numbers. After a very brief <br />discussion, the committee recommended approval of Ordinance 2001-74. <br />Councilman O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on July 24 to discuss Ordinance 2001-90. Present were committee <br />members O'Grady, Limpert and Kesler; Council members Saringer, McKay, Dailey, <br />Nashaz and Miller; Mayor Musial, Safety Director Jenkins, Assistam Law Director <br />Dubelko. Ordinance 2001-90 amends the Traffic Control File of the City of North <br />Olmsted by providing for the installation of signs to permit limited pazking on the west <br />side of Country Club Boulevard for the first 800 feet south of Lorain Road. Councilman <br />McKay explained the need for this change so as to allow pazking for parishioners of Saint <br />Richazd's Church as they attend services on Saturday evening, Sunday morning and <br />Sunday afternoon. A letter from Traffic Engineer Griffith was introduced at the meeting, <br />and it supported Ordinance 2001-90 by stating that parking should continue to be <br />restricted on both sides of Country Club Boulevard with the exceptions as listed in <br />Ordinance 2001-90. Specifically, parking will now be permitted Saturdays from the bus <br />stop sign located 100 feet south of Lorain Road to a point approximately 800 feet south <br />of Lorain Road. Since there is no bus service on Sundays, pazking on that day will also <br />be permitted in that first 100 feet, in addition to the remaining ?00 feet. Minor changes <br />were made to the hours recommended in the original ordinance to fully accommodate the <br />schedule of religious services at Saint Richard. The new hours are Saturday 4 p.m. to <br />8 p.m. only and Sunday 7 a.m. to 1:30 p.m. only. Reference to a two-hour limitation for <br />each vehicle on those days was deleted from the sign because it was thought to be <br />confusing and unnecessary.
