Council Minutes of 7/17/01 <br />interested in having that authority. Chief George Ruple commented that his <br />department does not want the authority to detain a suspect. Further clarification <br />occurred during this evening's caucus meeting to the definition of the word "detain." <br />In this ordinance, detain refers to the power of arrest. The Law llepartment said, as <br />written, ow ordinance is consistent with state law and the Law Department is <br />comfortable with the ordinance. Based upon those comments, the committee <br />unanimously recommended approval under suspension of the rules. <br />• Resolution 2001-96, which authorizes the Director of Public Safety to advertise for <br />bids for the pwchase of a new fire pumper and other related fire apparatus as detailed <br />in the specifications on file and authorizes the Mayor to cornract for the same. This <br />issue had been discussed previously in the Finance Committee during the <br />appropriation process and was approved by the committee. The committee <br />unanimously recommended approval under suspension of the rules. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on July 10. Present were committee members McKay, O'Grady <br />and Nashar; Building Commissioner Conway, City Engineer Deichmann. Agenda items <br />were as follows: <br />• El Rodeo Mexican Restawant, 23135 Lorain Road, formerly Khan's Cuisine. <br />Representing El Rodeo was architect Craig Dixon. A proposal to remodel the <br />existing building with a new multi-colorer clay the roof. The exterior walls will have <br />all new brick with some stucco in the upper portion of the walls. The windows will <br />be replaced. The landscaping will be completely redesigned around the building. The <br />parking lot will be re-striped to equal 72 parking spaces. They will have down <br />lighting. There will be twenty-four 10-foot tall parking lights, each light having a 150 <br />wattage, and they will be designed to look like an old railroad station light. After <br />discussion, the committee unanimously recommended approval of El Rodea <br />Restawatrt subject to the recommendations of the various boards and commissions of <br />the city. Mr. Nashar moved that Council approve the plans of the El Rodeo <br />Restaurant subject to the recommendations of the boards and commissions. The <br />motion was seconded by Mr. O'Grady and passed unanimously. <br />• Narth Olmsted Golf Association located at 5840 Canterbury Road. Representing <br />North Olmsted Golf was Mr. Bob Wharton. A proposal to construct a 3,500 square <br />foot office and museum building. The new building will match the existing buildings <br />in the area with white siding and a green roof. A dry stack stone will be used around <br />the base corners of the building. The new building will be located just west of the <br />tennis courts, and there will be an access drive for the employees to park behind the <br />building. Landscaping will consist of 3 to 4 foot mounds on the north side and on the <br />west side shrubbery along with evergreens to be planted around the building. After <br />discussion, the committee unanimously recommended approval of the North Olmsted <br />Golf Association, subject to the recommendations of the various boards and <br />commissions of the city. Mr. Nashar moved that Council approve the plans of the <br />North Olmsted Golf Association subject to the recommendations of the boards and <br />commissions. The motion was seconded by Mr. McKay.
