Council Minutes of 7/17/01
,,,,,~„ tirne. They cannot possibly go through the entire city, so it's on a complaint driven basis.
Since Mr. Pangrac has addressed these particular streets, there will be someone out there
immediately. He is particularly concerned with the hole in the sidewalk as the city is
now on notice and can be liable since Mr. Pangrac has called it to our attention.
Patricia Dies, 26893 Sweetbrier Drive, said, if citizens were so concerned about being
denied non-partisan elections, they would be storming City Hall, sitting in on Council
meetings and raising their voices about it. It is her observation that it is a very small
group that is asking for non-partisan elections and the majority of citizens by their silence
have agreed to the partisan elections. Mr. Dailey said because the majority of voters are
independent, he tends to disagree with that comment. If the committee does gather the
2,000/2,500 signatures, that is a pretty big statement on behalf of any committee. If they
can get that done, it is definitely worth looking into.
LEGISLATION
Ordinance No. 2001-47 introduced by Councilman Nashar was given its third reading.
An ordinance providing for the amendment of the Zone Map of the City of North
Olmsted by zoning the hereinaRer described parcel of real property located on the south
side of Cook Road and east of Bronson Road, formerly within Olmsted Township, to
Single Family Cluster District. Councilman Nashar moved for adoption. The motion
was seconded by Councilman McKay and passed unanimously. Ordinance No. 2001-47
adopted.
Ordinance No. 2001-77 introduced by Mayor Musial was given its third reading. An
ordinance creating a new Section 915.20 of the Streets, Utilities and Public Services
Code, in order to provide authorizes paymem methods regarding the collection of
nonbilled sewer user charges, and declaring an emergency as amended. Councilman
McKay moved for adoption. The motion was seconded by Councilman O'Grady and
passed unanimously. Ordinance No. 2001-77 adopted.
Resolution No. 2001-78 introduced by Councilman Limpert was given its third reading.
A resolution saluting Mr. John Ryan, resident of Ward I, and the AFL-CIO for their
leadership on the May 2001 Cleveland School Levy. Councilman Limpert moved for
adoption; second by Councilman O'Grady. Roll call: Limpert, yes; O'Grady, yes; Miller,
yes, with comment, that he does not disagree with the language of the ordinance but
thinks it would have been more appropriate to make the point through individual letters to
Mr. Ryan and the AFL-CIO. Roll call continued: Dailey, yes; Kesler, yes, with the
commem that she would have been pleased if the ordinance could have been with regard
to North Olmsted. Roll call continued: McKay, yes; Nashar, yes. The motion passed
unanimously. Resolution No. 2001-78 adopted.
9
;mss ,~... _. _ ., ~ ~ ....,,
