Council Minutes of 7/17/01 <br />Ordinance No. 2001-79 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Wade-Trim/Ohio, Inc. to provide design services for the Lessner Road and Florence <br />Avenue storm sewer replacement and declaring an emergency. Councilman O'Grady <br />moved for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2001-79 adopted. <br />Ordinance No. 2001-OS introduces by Mayor Musial was given its second reading. An <br />ordinance creating new Chapter 177 of the City Administrative Code entitled <br />"Community Access," in order to establish nonpublic fora, permitting community <br />organizations to announce community events in certain media owned and operated by the <br />city, and further to permit such organizations to announce such events on banners erected <br />in a limited airspace area above Lorain Road near the North Olmsted Community Park, <br />and declaring an emergency, as amended. <br />Ordinance No. 2001-82 introduced by Councilman McKay on behalf of the entire <br />Council and the Mayor was given its second reading. An ordinance providing for the <br />submission to the electors of the City of North Olmsted of an amendment to Article XIV <br />of the Charter of the City of North Olmsted, entitled "Charter Review Commission," in <br />order to make the dates of appointment and time lines more specific, and declaring an <br />emergency. Councilman McKay moved for suspension of the rule requiring three <br />readings. The motion was seconded by Councilman O'Grady and passed unanimously. <br />Councilman McKay moved for adoption. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2001 as <br />amended. Councilman McKay moved for suspension of the rule requiring three readings. <br />The motion was seconded by Councilman Limpert and passed unanimously. Councilman <br />McKay moved for adoption. The motion was seconded by Councilman Limpert and <br />passed unanimously. Ordinance No. 2001-83 adopted. <br />Resolution No. 2001-84 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for the purchase <br />and installation of a new entranceway sign for the North Olmsted Recreation Complex as <br />detailed in the specifications on file and authorizing the Mayor to contract for the same, <br />and declaring an emergency. Councilman McKay moved to suspend the rule requiring <br />three readings; second by Councilman O'Grady. Roll call: McKay, yes; O'Grady, yes; <br />Nashar, yes; Miller, no; Limpert, yes; Kasler, no; Dailey, yes. The motion passed with <br />five yeas and two nays. Councilman McKay moved for adoption; second by Councilman <br />O'Grady. Roll call: McKay, yes; O'Grady, yes; Nashar, yes; Miller, no, with comment <br />that he believed the planned expense for this sign is excessive. Although we do need a <br />sign at that location, we certainly don't need to spend this much money. You could put a <br />sign as big as any sign in Las Vegas in front of that building; but, if the building itself is <br />decrepit and doesn't offer the services that the community needs, the building isn't going <br />10 <br />
