Public Hearing Minutes of 7/9/01 <br />President Saringer commented that, although this was not part of the zoning issue, she <br />had a concern about the potential new buyers/resideYrts being informed about the school <br />district issue. Many of the residents of Cinnamon Woods did not know they would be in <br />the Olmsted Falls School District, and the taxes are higher than North Olmsted's. Mr. <br />Grendell said that the condominium documents did address this issue. However, for this <br />project, they will make sure that the condominium documents make this issue bold and <br />clear so there is no misunderstanding. Mrs. Saringer asked if this new parcel could be <br />included in the petition that is being prepared to change the school district. Mr. Grendell <br />said they supported the petition and would support including this parcel in the petition. <br />Councilman Limpert asked Mr. Grendell to identify the Olmsted Township property that <br />is zoned industrial. Mr. Grendell said, if he recalled correctly, the property down Cook <br />Road was zoned industrial and residential. He does not remember where the border is, <br />but the zoning line in the Township cuts through somewhere on the subject property. He <br />believes the industrial zoning was towazd the railroad tracks which head south. <br />Councilman McKay said he has a fi-iend who lives in that area and the part on Cook Road <br />is residential. Mr. Grendell said that was correct, the front part is residential and, as you <br />go toward the railroad tracks, it is industrial. He noted that the sewer lines run with the <br />residential and do not go back to the industrial zoned property, which would make it <br />difficult for someone to develop. Mr. Limpert said he thought, if they want to develop it, <br />the city would be happy to run a line. <br />Jim Gosek, 7291 Lilac Court: <br />• Why does it make sense to annex a pazcel of land like this to a developer or to a city? <br />• Should addressing the redistricting of the school system be done now so the same <br />situation that exists in Cinnamon Woods South does not occur? <br />President Saringer said the Law Director and the school board would be contacted to <br />determine whether this parcel can be included in the petition to change school districts. <br />Councilman O'Grady said he wanted to emphasize that the school redistricting and the <br />taxation of the school district is a totally separate government entity. This issue is not <br />one that belongs before City Council. However, he thinks that the comment is well taken <br />that, if there is a way of including this pazcel in that series of negotiations, it would be the <br />thing to do. Mrs. Saringer said that the issue first came to light with a phone call to her, <br />and she had checked with the Law Department and made the school boazd awaze of the <br />issue. Councilwoman Kasler said that, although the city and schools aze sepazate <br />governments, Mr. Gosek can see what working together has accomplished. <br />Superintendent Conner has been extremely cooperative and helpful in orchestrating the <br />process. It certainly would be worth trying to include this pazcel. We should do whatever <br />is necessary to check into the possibility. President Saringer said she recently received a <br />letter from Dr. Conner calling for a meeting. Mr. Grendell said that he and Mr. <br />Puzzitiello would like to be included in any meetings. They appreciate all the work that <br />has been done by the city, the school board and the residents and would like to see this <br />new parcel included as long as it doesn't slow up the process for the original parcel. Mr. <br />Grendell answered Mr. Gosek's question of why annex the property by noting that the <br />city would be able to provide better services. The city has sewers, water access and <br />2 <br />
