Also present were Councilmen
O'Grady and Dailey, Safety Director Jenkins, Eric Brown from WideOpenWest and Rick
Coplan from Ameritech New Media Inc. The committee discussed the application for
assignment of the cable TV franchise from Ameritech New Media Inc. to WideOpenWest
Holdings LLC. Federal law requires that the cable system give notice when selling its
system and seek approval from the franchisee of its request to assign the franchise to the
purchasing entity. The franchisee has 120 days to indicate approval or disapproval of the
assignment. Council action by resolution is needed for the approval or disapproval. After
much discussion, Safety Director Jenkins indicated he wanted to review the franchise
with consultant Mr. Hunt. Legislation is on the agenda tonight to be introduced and
placed on first reading. Although it was not part of this franchise transfer, several other
questions were brought up, mainly about the rates. The committee was told there were no
plans to increase the rates. President Saringer inquired about a senior discount. Mr.
Coplan said he would check into it. Also discussed was the trimming of trees, which was
an issue that came up at one of the town hall meetings. The committee also questioned
the use of scrambling on the channels, and the cable representatives said that they would
be launching their digital service next month.
Councilwoman Kasler, chairperson of the Intra-Governmental Relations and Legislation;
Long-Range Planning Committee: 1) The committee met at 5:30 p.m. on July 3 to
conduct interviews for the Mayor's appointments to the Cultural Arts Commission.
