Council Minutes of 7/3/2001 <br />five yeazs ago this week, 56 men gathered in Philadelphia, azguably creating one of the <br />greatest pieces of work to ever come from man, the Declazation of Independence. Aline <br />in it goes something like this: that whenever any form of government becomes <br />destructive of these ends, it is the right of the people to alter or to abolish it. Tonight, he <br />does not ask anyone of the members of Council to vote yes for non-partisan elections. <br />Rather he asks them to vote to allow the residents of North Olmsted to decide if non- <br />partisan elections are right for them. If it is the will of the people to stay as we are, so be <br />it. But at least they will have spoken. Only we could have allowed this to happen. <br />We've let the fear of something different prohibit change. Or will we give to the people <br />the same rights that the 56 men in Philadelphia sought 225 years ago-the right to alter <br />their government. And in this case, alter it ever so slightly with the way we choose our <br />elected officials. <br />Councilwoman Kasler said she would like to remind everyone that the committee voted <br />to hold the ordinance in committee and re-discuss it again after the November election. <br />Therefore, to read the minds of the people who did that would be inappropriate. Those <br />who were listening cazefully would understand that there's a concern over the way the <br />discussion took place. There's a concern over the timing-concern over it being very <br />personal and very political at this time. Everyone on the committee is willing to discuss <br />it again following the election. She thinks it is very important for everybody to know that <br />is what the vote was. <br />LEGISLATION <br />Ordinance No. 2001-73 introduced by Councilman McKay was given its third reading. <br />An ordinance repealing Ordinance No. 2000-164, which authorized the issuance and sale <br />of $300,000.00 of notes in anticipation of the issuance of bonds to pay the costs of <br />improving certain designated streets in the city by installing street lighting and related <br />underground wiring, and declaring an emergency. Councilman McKay moved for <br />adoption; second by Councilman O'Grady. Roll call: McKay, yes, O'Grady, yes; <br />Nashar, yes; Dailey, yes; Miller, yes; Limpert, yes, commenting that the reason this is <br />being repealed is the city went directly to bonds for these projects. Roll call continued: <br />Kasler, yes; The motion passed unanimously. Ordinance No. 2001-73 adopted. <br />Ordinance No. 2001-47 irnroduc~ by Councilman Nashaz was given its second reading. <br />An ordinance providing for the amendment of the Zone Map of the City of North <br />Olmsted by zoning the hereinafter described pazcel of real property located on the south <br />side of Cook Road and east of Bronson Road, formerly within Olmsted Township, to <br />Single Family Cluster District. <br />Ordinance No. 2001-77 introduces by Mayor Musial was given its second reading.
