Council Minutes of 6/19/2001 <br />if the program supports the funds for the officers' pension. Finance Director Copfer <br />answered that when the fund was designed it was to pay all wages and benefits associated <br />with the officers while they are on the STOP program. The employer's share of the <br />pension contribution was also considered in that. Mr. Gallagher asked about maintenance <br />of the bicycles and vehicles. Finance Director Copfer answered that was not originally <br />considered, but it is her belief that the Fleet Manager, Police Chief and Safety Director <br />are working on an equitable charge for that to assign a cost. This is hard to do because <br />there is a gas cost but not necessarily a mileage cost or wear and tear on the vehicle. The <br />costs are minimal, and there are funds in excess that would more than cover the costs of <br />the cars that are being used for that program. It is possible the city can go back and <br />charge that for the year of 2001 if an equitable and fair method can be determined. Mr. <br />Gallagher said he felt that the money should go to the General Fund, and maybe the <br />money would be better used. <br />Bill Kelly, 4161 Canterbury Road, said that the verbiage in Ordinance 2001-78 was <br />incorrect as it referred to the Cleveland "bond issue" when it actually was a "levy." Also, <br />he thinks that Council already has enough ordinances that are frivolous. <br />Jim Burns, 3978 Dover Center Road, commended Mrs. Kasler and her committee on the <br />reapportionment. The wards couldn't be any closer and the redrawn lines are logical, <br />which is something you don't often find in politics. <br />LEGISLATION <br />Resolution No. 2001-72 introduced by Councilwoman Kasler on behalf of herself, the <br />entire Council and the Mayor was given its second reading. A resolution commending <br />North Olmsted Patrol Officer Jack Butcher for his actions resulting in the largest cocaine <br />seizure in the history of the North Olmsted Police Department, and declaring an <br />emergency. <br />Ordinance No. 2001-73 introduced by Councilman McKay was given its second reading. <br />An ordinance repealing Ordinance No. 2000-164, which authorized the issuance and sale <br />of $300,000.00 of notes in anticipation of the issuance of bonds to pay the costs of <br />improving certain designated streets in the city by installing street lighting and related <br />underground wiring, and declaring an emergency. <br />Ordinance No. 2001-74 introduced by Mayor Musial on behalf of himself and <br />Councilmen Dailey, Limpert and O'Grady was given its second reading. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article IX of the Charter of the City of North Olmsted, entitled <br />"Nominations and Elections," in order to provide for non-partisan elections in the City of <br />North Olmsted, and declaring an emergency. <br />9 <br />;: A <br />
