Roll call continued: Miller, yes. The <br />motion passed with six yeas and one nay. Resolution No. 2001-69 adopted. <br />Resolution No. 2001-71 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />installation of an irrigation system at Springvale Golf Course in the City of North <br />Olmsted as detailed in the specifications on file and authorizing the Mayor to contract for <br />the same, and declaring an emergency. Mayor Musial commented that moving forward <br />on this ordinance at this time will keep Springvale's renovation schedule on time. Mr. <br />McKay moved for suspension of the rules requiring three readings and committee review <br />and stated that this was explained to all of Council during the capital improvements <br />discussions. The motion was seconded by Mr. Miller who remarked that this is also on <br />target as far as the budget is concerned. The motion passed unanimously. Mr. McKay <br />moved for adoption; second by Mr. Miller; motion passed unanimously. Resolution <br />No. 2001-71 adopted. <br />Resolution No. 2001-72 was introduced and placed on first reading by Councilwoman <br />Kesler. A resolution commending North Olmsted Patrol Officer Jack Butcher for his <br />actions resulting in the largest cocaine seizure in the history of the North Olmsted Police <br />Department, and declaring an emergency. <br />Ordinance No. 2001-73 was introduced and placed on first reading by Councilman <br />McKay. An ordinance repealing Ordinance No. 2000-164, which authorized the issuance <br />and sale of $300,000.00 of notes in anticipation of the issuance of bonds to pay the costs <br />of improving certain designated streets in the city by installing street lighting and related <br />underground wiring, and declaring an emergency. <br />Ordinance No. 2001-74 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and Councilmen Dailey, Limpert and O'Grady. An ordinance <br />providing for the submission to the electors of the City of North Olmsted of an <br />amendment to Article IX of the Charter of the City of North Olmsted, entitled <br />`2Tominations and Elections," in order to provide for non-partisan elections in the City of <br />North Olmsted, and declaring an emergency. <br />Ordinance No. 2001-75 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to enter into an agreement with the Ohio Patrolmen's <br />Benevolent Association, which agreement is the collective bargaining agreement between <br />the city and the North Olmsted Emergency Central Dispatchers, and declaring an <br />emergency. <br />Resolution No. 2001-76 was introduced and placed on first reading by Mayor Musial. A <br />resolution urging Ohio's Congressional Delegation to take the necessary action to <br />enhance NASA Glenn Research Center's role in NASA's Aeronautics and Space Policy <br />and increase Glenn Research Center's presence in the State of Ohio. <br />11 <br />
