Council Minutes of 6/5/2001 <br />Mr. Limpert pointed out that this ordinance will do nothing to eliminate turn-arounds <br />`~ in driveways. With the discussion being complete, the committee recommended <br />against passage of Ordinance 2001-55 by a vote of two to one with Mrs. Kesler <br />dissenting. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Tuesday, May 22. Present were all Council members; Human Resources Director <br />Copeland, Safety Director Jenkins, Service Director Bohlmann, Finance Director Copfer. <br />Mr. Copeland informed the committee that North Olmsted was successful in their <br />grant application for Community Development Block Grant funds. The first choice <br />of curb cuts was turned down, and the county selected the second and third choices: <br />water main improvement for $105,000; ADA compliance for the Recreation Center <br />for $30,000. The water main project is estimated to cost $243,700, and the ADA <br />compliance project $60,000. The city's share will be reflected in the 2002 year <br />budget. The committee had an opportunity to oppose these choices and resubmit the <br />curb cuts. Council considered four alternatives to the county's decision: amend the <br />project budget and time schedule; project budget intact with the oveznms covered by <br />the city; a letter to withdraw the projects and reapply for the curb cuts; drop a street or <br />streets from the curb cut project to get a better scoring. Council chose to accept the <br />decision by the county because of the risk of losing all projects to be funded. Forty- <br />eight communities applied for funding, but only fifteen were successful in getting <br />grants. Also, the water main project is a safety issue as it will provide increased <br />water pressure for Summerland, Virginia, MacBeth and Esther avenues. The <br />committee recommended approval. <br />The non-billing of sewer use in Olmsted Township. There are 182 accounts in <br />arrears: 38 accounts owe less than $100; 35 accounts owe less than $300; 109 <br />accounts owe over $300. The total owed is $194,000. The committee recommended <br />all charges below $300 should be paid in a lump sum at the first billing. Accounts <br />with balances over $300 must make the first payment of $300, and the remaining <br />balance in equal monthly payments over the next year. Hard~ip cases will receive <br />special attention. There is legislation on the agenda tonight dealing with this issue. <br />AUDIENCE PARTICIPATION <br />Daniel Gallagher, 6853 Chadbourne <br />• Addressed the media as he had received several phone calls about his past record <br />regarding drug charges four to five years ago. It was a minor misdemeanor, and it <br />was an attempt to possess drugs. He is admitting it to everyone. If the media would <br />like to publish that, feel free. If anyone has questions, feel free to ask him It was a <br />mistake that he made. It made him realize that, in the future, he'll never be in that <br />position again. Ever since, he has been clean from that. The reason he is bringing <br />this up is he is Homing for City Council in Ward III. <br />5 <br />
