Council Minutes of 5/15/2001 <br />,~^ to the overpass over I-480. It is a temporary solution, but it will help. Mr. Crabs said he <br />thinks the road needs an overhaul from the base up. The Mayor agreed, but said <br />something has to be done now as the road is in deplorable condition. <br />LEGISLATION <br />Ordinance No. 2000-13 introduced by Councilman Gareau was given its third reading. <br />An ordinance providing for the amendment of the Zone Map of the City of North <br />Olmsted in order to supplementally zone the hereinafter described parcels of real <br />property, so as to include them within the Wireless Telecommunication Facilities Overlay <br />District (`NVTFO") of the City of North Olmsted as amended. Councilman Nashar <br />moved for adoption; second by Councilman McKay. The motion passed unanimously. <br />Ordinance No. 2000-13 adopted. <br />Resolution No. 2001-50 introduced by Councilman McKay was given its third reading. <br />A resolution authorizing the Director of Public Service to advertise for bids with an <br />outside contractor for the purpose of providing, on a contract basis, leaf pick-up service <br />throughout the City of North Olmsted, and declaring an emergency. Councilman McKay <br />moved for adoption; second by Councilman Limpert. The motion passed unanimously. <br />Resolution No. 2001-50 adopted. <br />Ordinance No. 2001-58 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Zwick Associates, Inc. to provide design services for the Root Road cul-de-sac and <br />declaring an emergency. Councilman Limpert moved for adoption; second by <br />Councilman O'Grady. The motion passed unanimously. Ordinance No. 2001-58 <br />adopted. <br />Ordinance No. 2001-59 introduced by Mayor Musial was given its third reading. An <br />ordinance providing for the issuance and sale of notes in a maximum aggregate principal <br />amount of $350,000 in anticipation of the issuance of bonds, to pay costs of acquiring a <br />fire pumper and other related fire apparatus and equipment. Councilman McKay moved <br />for adoption; second by Councilman O'Grady. The motion passed unanimously. <br />Ordinance No. 2001-59 adopted. <br />Ordinance No. 2001-01 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing the organization and composition of the non-uniform, part-time <br />personnel of the Police Department and declaring an emergency. Councilman McKay <br />moved for suspension of the rule requiring three readings; second by Councilman Nashar. <br />Roll call McKay, yes; Nashar, yes; Miller, yes; Limpert, abstain; Kasler, yes, Dailey, yes; <br />O'Grady, yes. The motion passed with six yeas and one abstention. Resident Dennis <br />Lambert asked Mr. Limpert the reason for his abstention. Mr. Limpert said that, prior to <br />his becoming a city Councilman, his wife was hired as a school crossing guard. <br />Therefore, he technically has a financial interest in the legislation as it provides for <br />school crossing guard wages. Also, the suspension of the legislation will mean that she <br />would receive her retroactive wages sooner rather than later. Councilman McKay moved <br />14 <br /> <br />
