Council Minutes of 5/15/2001 <br />Ordinance No. 2001-55 introduced by Councilwoman Kesler was given its second <br />reading. An ordinance amending the Traffic Control File of the City of North Olmsted <br />by relocating, and modifying the language upon, the two "No Parking, Stopping or <br />Standing" signs on the south side of Sweetbrier Drive, at 26821 and 26893 Sweetbrier <br />Drive to read `moo Parking, Stopping or Standing between the hours of 7:30 a.m, to 9 a.m <br />and 2:30 p.m. to 4:00 p.m., on school days only" and declaring an emergency, as <br />amended. Councilwoman Kesler moved to suspend the rule requiring three readings; <br />second by Councilman O'Grady. Roll Call: Kesler, yes; O'Grady, no, with comment that <br />the ordinance creates a safety hazard for children. As a parent, he taught his children to <br />use a crosswalk and to look both ways. This ordinance would interfere with their ability <br />to do those things because it would permit automobiles to be parked in the immediate <br />vicinity of the crosswalk. Also, the only time cars would be restricted from parking there <br />happens to be the same time when an adult crossing guard is in the vicinity. Roll call <br />continued: Nashar, yes; Miller, yes; McKay, yes; Limpert, no; Dailey, no, in deference to <br />Mrs. Fox. The vote was four yeas and three nays. The motion for adoption under <br />suspension of the rule failed to pass as it did not receive atwo-thirds majority. <br />Resolution No. 2001-69 was introduced and placed on first reading by Councilman <br />McKay on behalf of the entire Council and the Mayor. A resolution supporting the <br />Cleveland AFL-CIO Federation of Labor and A.F.S.C.M.E. Ohio Council 8's call for a <br />non-profit national heahh care insurance plan which is publicly financed and guarantees <br />comprehensive and lifetime coverage for all and declaring an emergency. Mr. McKay <br />commented that he grew up in a rural area where people had no health insurance. <br />Medical care was administered by family members. When someone was seriously <br />injured, they had to apply to the county which required a wait until the paperwork went <br />through, thus affecting their treatment and well-being. This legislation urges the federal <br />and state governments to provide medical services for everybody, not just those who can <br />afford it. <br />MISCELLANEOUS BUSINESS <br />Mr. Nashar reminded everyone that the vohinteer gun turn-in program would be held on <br />Saturday, May 19, from 8:30 a.m. until 1 p.m. Residents who turn in an unwanted gun <br />will receive gift certificates totaling almost $100: a $10 gift certificate from Giant Eagle; <br />a $29 gift certificate for an oil and Tube change from Great Northern Dodge; cone-year <br />subscription valued at $30 from the Westlife; to the first ten residents, a certificate for a <br />free haircut valued at $14 from Tony's Barber Shop located on Dover Center Road; a <br />certificate for a free large one-item pizza from Geppetto's Pizza valued at $15. The guns <br />should be turned in to the Police Department, and all guns that are turned in will never be <br />on the street again as they will be destroyed. <br />President Saringer reminded everyone that the Scouts' mock Council meeting will be <br />held at 6:45 p.m. on June 5.
