Council Minutes of 5/15/2001 <br />,:~„ suspension of rule this evening. The three bidders were Wade-Trim Ohio, Chagrin <br />Valley and Zwick and Associates. Chagrin Valley was the low bidder, but there <br />were concerns by the administration that the last couple of projects have taken longer <br />than we would like to see. Due to the timeline required for this project to be <br />completed within this year, the administration has requested we go with Wade-Trim, <br />formerly known as Western Reserve. The city has had very good success with this <br />company, and they have done excellent work in a timely fashion. Although they <br />were not the low bidder, they were very close. To avoid the possible time delay, the <br />committees approved the administration's recommendation unanimously. <br />• Ordinance 2001-66, an ordinance to provide engineering for the rehabilitation of a <br />portion of south Canterbury Road. Again, this project was previously discussed and <br />approved during the capital improvements discussions earlier in the year. The same <br />three firms competed, and Zwick was the low bidder. However, there were concerns <br />that, although Zwick is an established firm, they do not have much of a track record <br />with the city. We have just started to build such a track record with Zwick by <br />awarding them the Root Road cul-de-sac project, and we are looking to see how they <br />do there and hoping we'll be doing more with them in the future. Given the <br />magnitude of the Canterbury project, the administration felt more comfortable with <br />Wade-Trim, the second lowest bidder. The difference was about three thousand <br />dollars. Representatives of Zwick spoke, asking that the decision be reconsidered. <br />They believe with their excellent track record in other communities in this area that <br />they would be an excellent choice. They are also located in Olmsted Town~ip, and <br />they felt their proximity to the project would be particularly helpful and had a bit of <br />pride that they would like to have a project that close to their offices. The committee <br />discussed these points, but voted to support the administration's decision. The joint <br />committees approved Ordinance 2001-66 unanimously. <br />Councilman Nashar, chairperson of the BZD Committee: 1) The BZD Committee met on <br />May 9. Present were committee members McKay, O'Grady and Nashar; Councilpersons <br />Miller, Limpert, and Saringer; City Engineer Deichmann, Building Commissioner Dave <br />Conway; residents. Agenda items were as follows: <br />• Ordinance 2000-13, an ordinance providing for the amendment of the zone map of <br />the City of North Olmsted in order to supplementally zone the hereinafter described <br />parcels of real property so as to include them within the Wireless <br />Telecommunication Facilities Overlay District of the City of North Olmsted. The <br />committee reviewed a map of the Great Northern Mall area which showed the 300 <br />foot buffer zone from residential areas to be sure these areas would not be affected <br />by the towers. The committee recommended approval. <br />• A proposal from Wal-Mart to build a garden center canopy. Representing Wal-Mart <br />was Chris Famet from PBA Architects. The proposal presented to the BZD <br />Committee consisted of a clear hard plastic, which is approximately a half inch thick <br />with aluminum framing around it. The canopy would cover the existing garden <br />center. The BZD Committee requested that the proposed structure be turned and <br />another color scheme be presented. The committee agreed to meet with Wal-Mart <br />whenever the amended plans are ready. <br />9 <br />
