Council Minutes of 5/1/2001 <br />4) DARE graduations will be held on May 15, 16 and 17 at Forest, Butternut and St. <br />Brendan's schools. <br />Law Director Gareau: 1) Regarding the meeting with the County Library officials, it was <br />a somewhat productive meeting and the feasibility of using a construction manager <br />versus a general contractor will be discussed. <br />2) He has been in contact with both property owners with respect to the remaining parcels <br />to be purchased for the library site. There has been a lot of `Toot dragging." However, it <br />does appear resolution is close, and he hopes to make a determination of how the city will <br />proceed within the next week. <br />Finance Director Copfer: 1) Last Wednesday, Council received the first quarter <br />investments report. <br />2) The auditors are continuing their work, and she has been kept busy conferring with <br />them and filling their requests for documents. <br />3) Regarding the bond sales, the municipal market has spiked recently-when the stock <br />market does better, the municipal market does worse. As a resuh, she is patiently waiting <br />for the ideal time to sell the bonds so that she can get the best price possible. <br />Councilman Miller noted that Council was in receipt of the letter from the Finance <br />Director with regard to the estate tax check, which is an issue he previously mentioned. <br />As he predicted, more money came in than expected, and the check for $185,000 is only <br />the first of two checks that the city will be receiving. He requested that this issue be <br />assigned to the Finance Committee for discussion. President Saringer requested that <br />Councilman McKay take this matter into Finance Committee, and he agreed to do so. <br />Councilwoman Kesler, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) A committee meeting was held on April 11. <br />Present were committee chairperson Kesler, Councilmen Miller, McKay, Nashar, Dailey <br />and Limpert, Council President Saringer. Also in attendance were the City Engineer, <br />Service Director, Safety Director and the Mayor. The topic was Ordinance 2001-46 <br />which reads: "An ordinance creating new Section 111.02 of Chapter 111 of the City <br />Administrative Code, entitled `Mandatory Minimum Contracting Standards Relating to <br />Bidder Responsibility' which provides for the establishment of minimum contracting <br />responsibility standards to be imposed upon all bidders on city contracts involving <br />improvements to real property." As the sponsor of the ordinance, she explained to the <br />committee that the purpose of this legislation is to codify and, therefore, provide the force <br />of law and consistency for all contracts beyond requirements made by the city at this <br />present time of any contractors doing work on city property. The legislation provides <br />requirements and disclosures beyond those already informally required. In addition, it <br />codifies procedures for utilizing this legislation. It should be noted that, unlike prior <br />similar legislation, 1) Ordinance 2001-46 does not apply only to projects of a minimum <br />cost or value, but instead requires that certain standards be met for contractors performing <br />any work on any city property; 2) It provides that these requirements be made of all <br />bidders at the initiation of the public bidding process, thereby insuring that any bidders <br />finally considered as the lowest, most responsible bidder, would akeady have passed or <br />2 <br />
