Council Minutes of 5/1/2001 <br />26893. Councilwoman Kesler commented that it was her intent with this ordinance <br />to restrict the `5no parking" to school days only and school hours only. She also <br />wanted to move the sign off the telephone pole and place it on a yet-to-be installed <br />free-standing pole. Councilman Limpert questioned the timing of this ordinance and <br />remarked that it would be best to hold it in committee until after the Sweetbrier <br />meeting scheduled for April 30. He also remarked that moving the sign off the <br />telephone pole runs contrary to the idea of limiting the number of poles that the city <br />places on a resident's tree lawn. Councilman Miller stated that this was both a safety <br />and convenience issue and, therefore, should be passed now. Resident Lee Matia <br />commented that he shares the concern of Council regarding an open area around the <br />crosswalk, and approves of what has been done in the area. He also remarked that a <br />sign on the property line would be better than a sign in the middle of someone's tree <br />lawn. Resident Pat Deis remarked about the dangers to young children when parents <br />pull into driveways to turn around or pick up a student. Another recommendation <br />was made to allow parents to pick up students only in the Pine parking lot and not on <br />Sweetbrier Drive. Chairperson O'Grady raised concerns that this ordinance would <br />create an unsafe situation by allowing cars to park in the immediate vicinity of a <br />crosswalk at any time of the day. He also echoed Councilman Limpert's comments <br />that this ordinance should be held in committee until after the Sweetbrier meeting on <br />April 30. The committee voted 2 to 1 to hold the ordinance in committee with <br />Councilwoman Kesler dissenting. <br />A liquor permit transfer from Shin Hwa Corporation at 23135 Lorain Road to Dego <br />Cleveland Inc., DBA El Rodeo at 23135 Lorain Road. The committee unanimously <br />recommended approval of this transfer, and this transfer was then unanimously <br />approved at the special Council meeting of April 23. <br />2) The Public Safety Committee met again on April 30. Present were committee <br />chairman O'Grady, members Limpert and Kesler, Council members Saringer, Miller, <br />Nashar and McKay; Safety Director Jenkins, North Olmsted City Schools Assistant <br />Superintendent Doug Sebring, Pine School Principal Dan Mohar and residents. Prior to <br />the beginning of the meeting, a history of the Sweetbrier issue was distributed by Mrs. <br />Deis. A number of very good recommendations and comments were made: <br />• The city should study school access routes. <br />• The idea of perhaps placing traffic control devices or widening roads as necessary. <br />There was a suggestion that perhaps money to do this could be an issue that is a <br />bond issue that is approved by the voters. <br />• A survey of Pine parents with regard to safety issues and actions currently taken by <br />the drivers as they go to school to drop their children off or to pick them up. <br />• The statement was made that school buses limit access of parents to the Pine School <br />parking lot. A suggestion was made that buses go to the back lot while parents pick <br />up students in the front or vice versa to create room for both the buses and the cars <br />inside the Pine School parking lot so that the parents don't feel the requirement to <br />pick up or drop off children on Sweetbrier. <br />• A comment was made that the Sweetbrier problem, which is a problem of the <br />number of vehicles on the road at the times Pine School starts and Pine School <br />finishes, is a problem of convenience to parents.
