Council Minutes of 5/1/2001
number of riders versus walkers (how many students ride the bus now versus walk
to school and can potentially be dropped offby their parents)?
• As the school transitions from the younger children to the older children-it will
soon be an intermediate school 4, 5 and 6a' grade-what will be the number of bus
riders versus walkers at that time? Assistant Superintendent Sebring mentioned that,
with the transition to an intermediate school, there will be more students who will
qualify and will ride on a bus. That should help reduce the problem in the future.
• A recommendation was made that the city continue to pursue a major north/south
connector, with the Crocker/Steams connector being mentioned. With a major
north south connector in the city, traffic vohxune will be taken off streets like Dover
Center Road (where Fine School is located) and thereby also reduce the problem of
parents getting in and out of the parking lot.
• A recommendation came up of an adult crossing guard, which was supported by any
number of people.
Discussion was held with regard to Ordinance 2001-55 and its value. Safety Director
Jenkins mentioned safety issues that had come up: crosswalks and how best to man
them; the issue of drivers and their driving patterns on the street when they're dropping
off and picking up children and turning around in the parking lot. A recommendation
was made that the school system attempt to issue a directive that would restrict parents
from their ability to drop off or pick up on Sweetbrier and restrict them to drop off and
pick up only in the parking lot of Pine School. The answer from the Assistant
Superintendent was this was something that the school is not able to do. A motion was
made by Councilwoman Kesler to recommend from the Safety Committee to the Safety
Director that he immediately take those steps necessary to place an adult crossing guard
at the Pine crossing on Sweetbrier. That motion failed for lack of a second. A second
motion was made by Mr. O'Grady that the Mayor consuh with the school administrators
to see if they believe that an adult crossing guard would be beneficial at that location. If
they do, then the city would begin to take steps to attain an adult crossing guard at the
Sweetbrier crosswalk for the remainder of this academic year. The motion was
unanimously recommended for approval by the committee. The text of the motion has
been distributed to Council, the Mayor, the Superintendent and Assistant Superintendent
of Schools.
Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The
committee met on April 30. Present were committee members Miller and Limpert;
Council members O'Grady, Nashar, Kesler, McKay, and Council President Saringer;
Safety Director Jenkins and Service Director Bohlmann. The committee discussed
Ordinance 2001-58, an ordinance to provide for engineering services with Zwick
Associates for the building of a cul-de-sac on the north end of Root Road. For years,
there were vacant lots in the area, which allowed heavy trucks to turn around. Since
those lots have been developed, the trucks are using private driveways. The residents
have requested that a cul-de-sac be built. This was discussed earlier in the year during
capital improvement discussions, and it was approved. The committee voted
unanimously for approval.
5
l
