She vehemently disagrees with Mr. Burns' comments <br />and thinks that this is an extremely important ordinance and extremely protective of the <br />city, of our property and of our residents. <br />Law Director Gareau said that, in the past, the city has requested information from <br />bidders-for example, financial information. When there was non-compliance, the bids <br />were thrown out. The city has also looked at such things as OSHA violations when <br />determining if a contract should be awarded. Once a contractor, who was the apparent <br />low bidder, was rejected because of numerous complaints that had been made on a <br />previous city contract. The City Council, by Charter, is solely responsible for <br />establishing the criteria for public bidding. <br />3) Mick Timbalia, 24597 Clareshire Drive, a junior at North Olmsted High School, was <br />concerned about the recent anti-abortion pickets near the high school He wondered if <br />they should have applied for a permit. The signs were quite graphic, and the people made <br />it difficult for the students to get into the school property. Law Director Gareau said it is <br />a matter of freedom of expression. The picketers are allowed on the public sidewalks but <br />must not impede the flow of traffic. Mayor Musial said that SRO officer Goodman was <br />on the scene and the Safety Director and Police Department concluded that the picketers <br />were within their rights. Councilman Nashar added that the picketers had notified the <br />Police Department they would be there and had researched the city ordinances to be sure <br />they complied with the time of parking prohibitions. <br />Dennis Lambert, 25057 Carey Lane. <br />• As he has stated in the past, he believes the Rules of Council should be codified. <br />• Regarding the redistricting of ward boundary lines, it is one of the most serious <br />issues that the city is going to face because it concerns the fair and equal <br />representation of all the people in the community. He suggested that Council hire a <br />professional. President Saringer said that she had assigned this task to the lntra- <br />Governmental Relations and Legislation; Long-Range Planning Committee. Also, <br />she has contacted the Department of Urban Studies at Cleveland State which does <br />have several different modern and up-to-date computerized programs for <br />redistricting. She has asked the Finance Committee to discuss funding for hiring <br />Cleveland State for the redistricting process. <br />Regarding the Rules of Council, Law Director Gareau stated that the authority for <br />establishing the rules is found in the Charter. The Rules of Council are not adopted by <br />ordinance or resolution, and they are solely for the operation of the internal functions of <br />Council. To suggest that they ought to be adopted by ordinance would then suggest that <br />Council could be subject to initiative, referendum and veto. That is not the way our <br />government is set up. <br />5) Larry Orlowski, 4804 Bailey Road. <br />• Thinks that Ordinance 2001-4b is a good ordinance.
