Council Minutes of 5/1/2001 <br />would be in the best interest of the city. Regarding the comments by Mr. Burns, <br />OSHA is not in the business of putting contractors out of business. They do try to <br />enforce safety. Contractors are allowed to plead to "no fault" and are usually fined. <br />So no one is actually charged and found guilty of a specific allegation unless it is <br />something extremely serious. <br />6) Bill Kelly, 4161 Canterbury Road. <br />• Asked that Council vote in favor of Ordinance 2001-46. As a union member, he sees <br />similar requirements in almost every plant where he works pre-bid jobs. These <br />requirements are used in the business world; therefore, he sees it as good business <br />that North Olmsted does the same. <br />7) Ron Tallon, 27548 Laurell Lane. <br />• When he was on Council in 1990 and in charge of the redistricting, the Department of <br />Urban Studies at Cleveland State was used. He commends President Saringer for <br />taking steps to go forward with Cleveland State because in 1990 they were very <br />efficient, very thorough and timely. <br />• Regarding the Sweetbrier issue, he believes Council is taking up a lot of its time and <br />energy on what he considers a school board issue. He believes the answer is very <br />simple: all the children should be picked up and dropped off on the school premises. <br />Even nursery schools have a pick up and drop off-the child doesn't go out until the <br />car is there. The school controls the traffic, and the school controls the child. He <br />does not believe it is fair to the Sweetbrier residents to have no parking signs in front <br />of their homes. The crosswalk on Sweetbrier was never meant as a car pick-up. It <br />was meant for the children of the neighborhood to walk to and from Pine School. <br />The schools should be handling this problem. <br />• He applauds Council on its wisdom for regulating contracts with Ordinance 2001-46. <br />The legislation creates a fair playing field for everyone. He agrees with Mrs. Kesler <br />that we want to know if contractors have dirty laundry. If there is one allegation, <br />there is no problem. When you see a number of allegations, there's probably <br />something going on. The information should be all be put on the table, and it is fair <br />because everyone has to do it. He agrees with Mr. Kelly that people in the <br />construction business are used to seeing this language in the bid packages. This is <br />done throughout the industry. He urges Council to support the legislation as it will be <br />useful for Council, the Mayor and the citizens of North Olmsted. <br />$) Ed Colwell, 3333 W. 231 Street. <br />• His pet peeve is not being able to drive Lorain Road from the east end of the city to <br />the west without stopping. It is his belief that the computerized traffic signals were <br />meant to allow vehicles to go from one end to the other without stopping. <br />• Regarding leaf pick-up which is going to be discussed in committee, this past year the <br />schedule was not adhered to and he has a dead tree lawn as a result. Mr. McKay <br />noted that the schedule is flexible because of weather conditions.
