MINUTES OF THE PUBLIC HEARING <br />APRIL 23, 2001 <br />Present: Council Presidenrt Saringer, Council Members Dailey, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Mayor Musial, Law Director Gareau, Clerk of Council Seman <br />President Saringer called the public hearing to order for discussion of Ordinance No. <br />2000-13, an ordinance providing for the amendment of the Zone Map of the City of <br />North Olmsted in order to supplementally zone the hereinafter described parcels of real <br />property so as to as include them in the Wireless Telecommunication Facilities Overlay <br />District for the City of North Olmsted, as amended <br />Councilman O'Grady commented that the Federal Telecommunication Act states that the <br />municipality cannot restrict telecommunication towers, but they can regulate them. The <br />purpose of this ordinance is to provide that regulation without overly restricting the <br />location they can use. <br />AUDIENCE PARTICII'ATION <br />Tom Gallagher, 6853 Chadbourne, said he would not like to see any of these towers in <br />the parks because on the bottom of these towers they generally have a mat, which defuses <br />the electricity. From that mat, when these towers are struck, it sends it out through the <br />ground. If they could be put on 480 or in business sections, he thinks that should be some <br />consideration. As an iron worker years ago, he helped erect towers. The mats were <br />massive and, if lighting hits the tower, it has got to spread that electricity. Grounding <br />rods are not quite big enough. As long as towers are put in business areas, the asphalt <br />may be a protection. But for people walking around them in a grassed area, it could be a <br />problem. <br />President Saringer noted this is basically going to include the Great Northern area. <br />Margaret McKay 5197 Coh~mbia Road, said she would like to see the towers either on a <br />section of 480 where it won't harm anyone or on the state property at Clague Road. In <br />that area, trees could be planted around to hide some of it. She is frightened about what <br />Mr. Gallagher said about the lightning. <br />President Saringer agreed and said she was going to ask the Law Director if there's <br />anything that would prohibit the city from including the property owned by the state by <br />480 and Clague. <br />Law Director Gareau said we should be constantly be reviewing this Overlay District.
