Special Council Minutes of 4/23/2001 <br />~; of the rule requiring three readings; second by Mr. O'Grady. Roll call: McKay, yes; <br />O'Grady, yes; Nashar, yes; Dailey, yes; Limpert, yes; Miller, yes, with comment that the <br />legislation was discussed in a Committee-of-the-Whole meeting this evening and <br />recommended for approval. Roll call continued: Kesler, yes. The motion passed <br />unanimously. Mr. McKay moved for adoption; second by Mr. O'Grady; motion passed <br />unanimously. Ordinance No. 2001-56 adopted. <br />Ordinance No. 2001-57 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Spice Constantino Architects, Inc. to provide design services for the new North <br />Olmsted public library and declaring an emergency. Mr. O'Grady moved for su~ension <br />of the rule requiring three readings; second by Mr. Nashar; motion passed unanimously. <br />President Saringer noted that both Ordinance 2001-57 and 2001-56 had been discussed in <br />a Committee-of--the-Whole meeting earlier in the evening and Council had agreed on <br />approval for both. Mr. Limpert moved for adoption; second by Mr. O'Grady; motion <br />passed unanimously. Ordinance No. 2001-57 adopted. <br />Ordinance No. 2001-60 introduced by Mayor Musial was given its second reading. An <br />ordinance declaring the necessity and intention of the City of North Olmsted, Ohio, to <br />appropriate certain parcels of real property in the city for the purpose of building a new <br />public library, and declaring an emergency. Mr. Nashar moved for suspension of the rule <br />requiring three readings; second by Mr. McKay. Roll call: Nashar, yes; McKay, yes; <br />Miller, abstain; Limpert, yes; Kesler, yes; Dailey, yes; O'Grady, yes. The motion passed <br />with six yeas and one abstention. President 5aringer noted that Ordinance 2001-60 and <br />Resolution 2001-61 were also discussed at the committee meeting this evening and <br />recommended for approval. Law Director Gareau stated that he wanted the record to <br />reflect that there have been extensive negotiations with both property owners. The city <br />has made good faith offers based on appraisals but has not yet been able to reach an <br />agreement. Mr. Nashar moved for adoption; second by Mr. McKay. Roll call: Nashar, <br />yes; McKay, yes; Dailey, yes; Kesler, yes; Limpert, yes; Miller, abstain; O'Grady, yes. <br />The motion passed with six yeas and one abstention. Ordinance No. 2001-60 adopted. <br />Resolution No. 2001-61 introduced by Mayor Musial on behalf of himself and the entire <br />Council was given its second reading. A resolution urging the passage of the ballot issue <br />for the North Olmsted Schools, and declaring an emergency. Mr. O'Grady moved for <br />suspension of the rule requiring three readings; second by Mr. Dailey; motion passed <br />unanimously. Mr. Dailey moved for adoption; second by Mr. O'Grady; motion passed <br />unanimously.
