Council Minutes of 4/17/2001 <br />~~., acquisition of the property where James Lumber is located. The owner has agreed, but <br />the tenant is making certain claims that seem to be unreasonable. The city could buy the <br />property subject to the lease, but that is not something he would recommend. <br />Consequently, after having attempted to negotiate a settlement with the tenant and also <br />having attempted to negotiate with the Halleen partnership, there has been no feedback <br />from them. It seems appropriate that the city commence eminent domain proceedings. <br />Therefore, he has prepared Ordinance No 2001-60, and asks that it be placed on the <br />special meeting agenda for passage under suspension of the rules. Within a week, the <br />Law Department will have the complaint filed in Probate Court for acquisition of the <br />property. Negotiations are still continuing and, if an agreement is reached, this <br />legislation, or a portion of it, may not be necessary. <br />Finance Director Copfer: 1) The auditors, Costin & company, began the on-site field <br />work last Monday, April 9. They will probably be here for about four weeks. <br />2) On April 11, she and the Assistant Finance Director attended the Center for Public <br />Investment Management, which is the mandatory continuing education for Ohio public <br />funds managers. The seminar is put on by the Treasurer of State's office and was very <br />informative-probably one of the best she has ever attended. <br />3) Regarding the bond issuance, the preliminary official statement was mailed today to <br />potential investors. It is anticipated that pricing will occur on Apri125. <br />Councilman Miller, chairperson of the Recreation Committee: 1) The committee met on <br />Wednesday, April 11. In attendance were Committee members Kesler, Limpert and <br />Miller; Council members McKay, Nashar, Dailey and Council President Saringer; Mayor <br />Musial, Safety Director Jenkins and Service Director Bohlmann. The following items <br />were discussed: <br />• Ordinance 2001-51, which is an ordinance authorizing the Mayor to enter into an <br />agreement with Serafin Golf Course Design to provide design services for golf course <br />features, grading, drainage, irrigation system and maintenance building improvements <br />at Springvale and declaring an emergency. Serafin Group will be using Irrigation <br />Design Inc. and Molter & Meadows Architects as consultants on this job, and they <br />will be retained throughout the project until the job is complete. This will also <br />involve discussions of constructing cart paths. The committee unanimously <br />recommended approval. <br />• Ordinance 2001-53, which is an ordinance authorizing the Mayor to enter into atwo- <br />year agreement with Moordough Inc., DBA Angelina's Pizza for the purpose of <br />providing concessions at three city parks and declaring an emergency. This was <br />publicly advertised, and there were four or five requests for proposals. The <br />committee unanimously recommended approval. <br />2) The Recreation Commission met on Monday, April 16, and the following items were <br />on the agenda: <br />• Quite a bit of progress has been made on several of the issues that he had reported <br />on at a previous meeting, including the installation of auto-flushers in the rest rooms <br />and event lighting. <br />2 <br />
