Council Minutes of 3/20/2001 <br />Councilman Miller moved for adoption; second by Councilman Limpert; motion passed <br />unanimously. Ordinance No. 2001-20 adopted. <br />Ordinance No. 2001-21 introduced by Councilman McKay was given its third reading. <br />An ordinance providing for the issuance and sale of bonds in the aggregate principal <br />amount of $35,000 for the purpose of installing a water line, together with the necessary <br />appurtenances and work incidental thereto. Councilman McKay moved to table; second <br />by Councilman O'Grady; motion passed unanimously. Ordinance No. 2001-21 tabled. <br />Ordinance No. 2001-22 introduced by Councilman McKay was given its second reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2001 as <br />amended. <br />Resolution No. 2001-23 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of a biosolids transportation trailer for the Wastewater Division, and declaring an <br />emergency. <br />Resolution No. 2001-24 introduced by Councilman Dailey on behalf of himself, <br />Councilman O'Grady and Mayor Musial was given its second reading. A resolution <br />authorizing the Director of Public Service to advertise for bids for the installation of an <br />in-ground caution light system at the crosswalk on Claque Road nearest to the driveway <br />entrance to Claque Park, and authorizing the Mayor to contract for the same, and <br />declaring an emergency. Councilman O'Grady moved for suspension of the rule <br />requiring three readings; second by Councilman Dailey; motion passed unanimously. <br />Councilman Dailey moved for adoption; second by Councilman O'Grady. Roll call: <br />Dailey, yes; O'Grady, yes; McKay, yes; Limpert, yes; Miller, yes, with comment that he <br />appreciates the rest of Council following his lead and addressing concerns at Claque <br />Park. He does have some reservations about this system, but feels that something must <br />be done to make that crosswalk safer than it exists now. He would hope that the city <br />would watch closely as to whether or not the crosswalk provides a false sense of safety to <br />children and whether we are creating a hazard wherein. we may have rear-end collisions. <br />However, he feels that rear-end collisions are preferable over a child being hit. He would <br />also ask that Council join him and Mr. Kelly in their efforts to get the state legislature to <br />change the existing code so that we can use the word "stop" when we mean "stop" and <br />use red lights where the safety of children is at risk. Roll call continued: Kasler, yes, <br />with comment that she too has expressed reservation about this particular system. The <br />comparisons that have been made have been to high schools, and her concern is that it is <br />being placed in our city in areas where small children will be the pedestrians. And any <br />future placement of this would be necessarily at crosswalks at elementary schools. <br />However, after sitting in on several committee meetings and listening to the Traffic <br />Engineer and evaluating all of the concerns that were expressed, she will vote yes but <br />will personally investigate an avenue for providing an education, which is what Mr. <br />Griffith suggested. She thinks it's an excellent idea to educate children that pushing that <br />button is not the answer. If they push the button, they cannot necessarily rely on the fact <br />12 <br />
