Council Minutes of 3/20/2001 <br />McKay moved for adoption; second by Councilman Nashar; motion passed <br />unanimously. Ordinance No. 2001-38 adopted. <br />Ordinance No. 2001-39 introduced by Councilman McKay was given its second reading. <br />An ordinance providing for the issuance and sale of bonds in the maximum aggregate <br />principal amount $71,000 for the purpose of advance refunding at a lower interest cost <br />the $65,000 of outstanding storm water drainage system improvement bonds, Series <br />1992, that are stated to mature on December 15, 2012 and were issued as a part of the <br />consolidated issue of various purpose bonds, Series 1992, dated as of December 1, 1992, <br />to pay costs of improving the municipal sewerage system by acquiring, constructing and <br />installing storm sewers, storm water retention basins, storm water drainage control <br />equipment and catch basins, together with the necessary appurtenances thereto; <br />authorizing and directing the call for optional redemption on December 15, 2002 of all of <br />the refunded bonds; authorizing the execution and delivery of a bond registrar agreement <br />and a bond purchase agreement with respect to the refunding bonds and an escrow <br />agreement with respect to the advance refunding of refunded bonds; and declaring an <br />emergency. Councilman McKay moved for suspension of the rule requiring three <br />readings; second by Councilman Limpert; motion passed unanimously. Ordinance No. 2001-39 adopted. <br />Ordinance No. 2001-40 introduced by Councilman Limpert, Councilman O'Grady and <br />Mayor Musial was given its second reading. An ordinance amending the Traffic Control <br />File of the City of North Olmsted by replacing the `2to Parking" signs on the north side <br />of Sweetbrier Drive, between 26864 and 26820 Sweetbrier, with "No Parking, Stopping <br />or Standing" signs, one sign with an arrow pointing east to be located in the right-of--way <br />at the west property line of 26864 Sweetbrier and the other with an arrow pointing west <br />to be located in the right-of--way at the west property line of 26820 Sweetbrier, and <br />declaring an emergency. Councilman Limpert moved for suspension of the rule requiring <br />three readings; second by Councilman O'Grady; motion passed unanimously. Resident <br />Patricia Deis, 26893 Sweetbrier Drive, came forward to speak to the ordinance since it <br />was being passed under suspension of the rules. She personally thanked all of the <br />Councilmen who came in person to observe the traffic problems on Sweetbrier, who <br />walked the streets, talked to the people and saw what was going on. Also a special <br />thanks to Mr. Jenkins, who is a man of his word. He said that he would get on this, and <br />he did. He put some police presence on the street, which has helped tremendously. She <br />is looking forward to the next meeting on this subject addressing an equally, and she <br />thinks even greater concern, the south side of Sweetbrier. Councilman Limpert moved <br />for adoption; second by Councilman O'Grady. Roll call: Limpert, yes; O'Grady, yes; <br />Nashar, yes; Miller, yes, with comment that he thanked Mrs. Deis anal Mrs. Weir who <br />have attended various meetings in regards to this issue. Mrs. Weir is genuinely <br />concerned. As a crossing guard, she attended the Clague Road meeting that was held <br />this past summer. He thinks a lot of our crossing guards aren't recognized, and he would <br />like to recognize her and thank her for her efforts in making our community a safer place. <br />Roll call continued: McKay, yes; Kesler, yes, with comment that it is her understanding <br />that the safety issues on the south side of the street will be addressed, hopefully by the <br />~x,. <br />16 <br /> <br />
