Council Minutes of 3/20/2001 <br />• Resolution 2001-26, a resolution to permit the Director of Public Service to advertise <br />for bids for the repair of the HVAC system in the lobby area of the Recreation <br />complex. Estimated cost is $90,000. The committee recommended approval. <br />• Ordinance 2001-33, which provides for the issuance and sale of bonds in the amount <br />of $10,750,000 for the construction and finishing of the public library building. This <br />is converting the notes into bonds. The committee recommended approval. <br />• Ordinances 2001-34, 2001-35, 2001-36, 2001-37, 2001-38 and 2001-39, which are <br />the refinancing of the bonds that the city is akeady paying. A savings of $560,000 is <br />expected over the 12 years remaining on the bonds. The interest rate at the present <br />time is 6 1/4%, and is expected to drop to 4.5%. The committee recommended <br />approval. <br />Councilman O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on March 12. Present were committee members O'Grady, Limpert <br />and Kesler; Council members Saringer, Miller, Nashar, Dailey and McKay; Mayor <br />Musial, Safety Director Jenkins and Traffic Engineer Griffith; Pine School principal Dan <br />Mohar and several residents. Agenda items were as follows: <br />• Ordinance 2001-40, which amends the Traffic Control File of the City of North <br />Olmsted by replacing "No Parking" signs on the north side of Sweetbrier Drive <br />between 26864 and 26820 Sweetbrier with "No Parking, Stopping or Standing" signs, <br />one sign with an arrow pointing east to be located in the right-of--way at the west <br />property line of 26864 Sweetbrier, and the other with an arrow pointing west to be <br />located in the right-of--way at the west property of 26820 Sweetbrier Drive. The chair <br />began the meeting by encouraging the residents to focus on the issue contained in the <br />ordinance which was assuring a clear area for school children immediately adjacent to <br />the crosswalk on Sweetbrier Drive. Many of the residents who were in attendance <br />raised issues unrelated to the crosswalk, and again the chair focused attention on the <br />issue at hand. It is the intent of the Safety Committee to invite residents back for <br />another meeting where representatives of the North Olmsted City School System and <br />the City of North Olmsted can listen to some of the other concerns and perhaps work <br />together with the residents to address those concerns. Some residents suggested <br />changes which were pertinent to the issue such as considering a relocation of the <br />crosswalk and police enforcement at the site. Safety Director Jenkins commented <br />that, once this ordinance is passed and the new sign is in place, he would like 15 days <br />to demonstrate a greater police attention to the area. It was decided to postpone the <br />debate on the relocation question since the focus of this ordinance is to ensure the <br />safety of the existing crosswalk, which is a matter of immediate necessity. During <br />later discussions, which will include the North Olmsted City School System, <br />relocation could be considered. The committee unanimously recommended approval <br />with suspension ofthe rules. <br />• Ordinance 2001-24, which authorizes the Director of Public Service to advertise for <br />bids for the installation of an in-ground caution light system at the crosswalk on <br />Claque Road nearest to the driveway entrance to Claque Park and authorizes the <br />Mayor to contract for the same. Mrs. Weir, who is a crossing guard for the Pine <br />School on Canterbury Road, commented that she wants the system at Pine. She <br />7 <br />I _ <br />
