Council Minutes of 3/20/2001
~, commented as to how she has almost been hit on numerous occasions by automobiles
. and said there is a need for a system which puts the `dashing lights where people are
looking." Additional comments were made by Michael Gareau Jr. that other sites
should be considered and commented that the current system of lights does not work.
During his comments, a motion was made by Mr. Limpert and seconded by Mrs.
Kasler to postpone the meeting of the Safety Committee to a later time since the
Finance Committee meeting was waiting. The motion passed 2 to 1 with the chair
voting in opposition. The Safety Committee was adjourned at 8:10 p.m, and met
again on March 19.
2) Present at the March 19 Safety Committee meeting were committee members
O'Grady, Limpert and Kasler; Council members Saringer, Dailey, Miller, Nashar and
McKay; Mayor Musial, Service Director Bohlmann, Safety Director Jenkins and Traffic
Engineer Griffith and residents. The committee again discussed Ordinance 2001-24, with
the issue of existing overhead lights and projected road work on Claque Road being
raised. Traffic Engineer Griffith responded that the existing overhead lights were not
working and that the installation of an in-ground light system could be accomplished with
the ground-out required in that immediate area. The potential danger in a crosswalk
where children may put too much faith in the light system and increase the risk to
themselves was raised, and Mr. Griffith responded that this is an issue of education. He
said that there is always a danger of children trusting any crosswalks, and parents and
teachers must emphasize safety. These comments were echoed by Mrs. Weir, who is a
crossing guard at Pine. The question of the use of red lights was raised, and Mr. Limpert
responded that red lights were regulated by State law and were, therefore, not able to be
considered at this time. Traffic Engineer Griffith was questioned as to the value of
waiting for more information from other communities regarding this system and
responded, "It amazes me how effective it is. The question is `Is it worth the dollars to
test the system in North Olmsted?' I'd say it is." The chair added that information was
already available from those other communities, and that they were supporting the
system. The committee voted to recommend approval of this resolution 2 to 0, with Mrs.
Kasler voting to abstain since she was required to leave the meeting soon after it began.
Councilman Miller, member of the Intra-Governmental Relations and Legislation; Long-
Range Planning Committee reported on behalf of chairperson Kasler 1) On March 12,
the committee met to discuss Ordinance 2001-31, which was a resolution in support of
Ohio HB 251. (Use of cell phones in vehicles.) In attendance were all members of
Council with the exception of Mrs. Kasler who was ill. This was a brief meeting due to
the fact that HB 251 died in committee and will be resubmitted under a different number
with possibly different language. The committee recommended tabling the legislation.
Councilman Miller, chairperson of the Recreation Committee: 1) He attended the
Recreation Commission meeting which was held on Wednesday, February 21.
Discussion items were as follows:
• Residents Mrs. Powell and Mrs. Sorge attended the meeting as a result of a
'~"°' conversation they had in June with Mr. Morgan followed by a letter to the Mayor in
8
